TRAFFIC OPERATIONS ENGINEER – CIVIL ENGINEER V

Position OverviewThis position is accountable for directing field activities related to the installation and maintenance of traffic control devices within the district Bureau of Operations. Responsibilities include preparing and reviewing plans for highway signs, pavement markings, traffic signals, and temporary traffic control on both construction and operations projects.
Essential Functions- Plan, organize, direct, and control district traffic signals, highway lighting, pavement marking, and signing programs in accordance with department policies and procedures.
- Maintain a communication network for early response to traffic control and restoration on emergency call‑outs.
- Ensure timely resolution of requests and complaints from the public, local officials, and other governmental agencies.
- Coordinate traffic control for railroad crossing projects on the state‑maintained system.
- Train, evaluate, motivate, and ensure the safety of subordinates.
- Assist Project Implementation and Local Roads bureaus in inspecting new signing and pavement marking installations for conformance with plans and specifications.
- Review design plans for safety and operational problems and proper application of traffic control devices.
- Perform other duties as assigned.
- Perform duties in compliance with departmental safety rules and conduct all tasks in a fair and equitable manner.
- Current registration as a Licensed Professional Engineer or Licensed Structural Engineer in the state of Illinois.
- Five years of experience in civil engineering.
- Three years of experience supervising engineering functions.
- Extensive experience in highway design, construction, and maintenance.
- Experience with sign panel design, sign placement, and pavement markings.
- Knowledge of MUTCD.
- Experience with intelligent transportation systems.
- Ability to plan, organize, and establish priorities.
- Strong oral and written communication skills and public speaking experience.
- Valid driver’s license.
- Successful completion of a background check.
- District‑wide travel with occasional overnight stays.
- Occasional field visits and work at job sites in inclement weather.
- Overtime.
- 24‑hour emergency call availability.
