Project Manager – Federal Construction (NAVFAC)
Fed Vet Construction | Travel to Guam (Up to 50%)
Fed Vet Construction is seeking an experienced Project Manager with demonstrated success delivering federal construction projects and direct NAVFAC experience. This position will lead complex construction, renovation, and repair projects—typically valued up to $20M—across multiple federal agencies, with frequent travel to project sites in Guam (approximately 50%). This is a hands‑on leadership role for a construction professional with deep knowledge of federal contracting, strong operational discipline, and the ability to manage cross‑functional field teams while ensuring strict compliance with federal requirements, safety standards, and contract specifications.
Key Responsibilities- Lead federal construction projects from pre‑construction through closeout
- Serve as the primary point of contact for federal clients, including NAVFAC, USACE, NPS, BOR, and VA
- Direct and support project teams including Superintendents, Quality Control Managers (QCMs), Site Safety and Health Officers (SSHOs), and Project Coordinators
- Develop and maintain project schedules, ensuring milestones, deadlines, and deliverables are met
- Manage project budgets, cost controls, and financial performance
- Coordinate procurement of materials and subcontracted services in accordance with federal regulations
- Oversee subcontractor performance to ensure compliance with safety, quality, and contract requirements
- Enforce site safety standards and promote a strong safety‑first culture
- Oversee quality control processes, inspections, and project documentation
- Provide regular project updates to stakeholders and proactively resolve issues
- Utilize Microsoft 365, Procore, and USACE Resident Management System (RMS) for project tracking and reporting
- 5+ years of experience as a Project Manager in federal construction
- Direct NAVFAC project experience required
- Proven experience delivering projects for agencies such as USACE, NPS, BOR, or VA
- Strong leadership experience managing Superintendents, QCMs, SSHOs, and project staff
- Background in civil construction and/or tenant improvements
- In‑depth knowledge of federal construction standards, compliance, and contracting processes
- Excellent communication, organizational, and leadership skills
- Ability to manage multiple projects in fast‑paced, dynamic environments
- Valid driver’s license and ability to operate a company vehicle
- Willingness and ability to travel to Guam up to 50% of the time
Proficiency in:
- Microsoft 365
- Procore
- USACE RMS
- Bachelor’s degree in Construction Management, Engineering, or a related field
- Project Management certification (CPMP or equivalent)
- OSHA 30‑Hour Certification
- Experience with LEED or sustainable construction practices
- Work on impactful federal projects supporting critical infrastructure
