Job Summary

The HSSE Manager provides leadership, direction and guidance for the refinery’s Occupational Health & Safety obligations. This role ensures compliance with applicable regulations, applies safety programs effectively, implements innovative solutions for evolving standards, fosters a healthy safety culture, and manages risks. This position provides technical expertise for occupational health & safety, emergency preparedness & response, industrial hygiene, industrial medical care and security programs within the refinery, including regulatory knowledge and interpretation, risk control methods and best practices across all refinery areas.

The Safety & Process Safety Manager engages with regulators, community interest groups, contractors and consultants to uphold the company commitment to safety and process safety leadership. This role collaborates with Corporate Health and Safety and Corporate Environmental and Regulatory Affairs to develop and implement company policies and programs, comment on proposed rules and legislation, develop compliance programs for new regulations, and improve company-wide safety performance.

Education

And Experience
  • 4 year / Bachelor’s Degree (Required)
  • In lieu of the above education requirements, an equivalent combination of education and experience may be considered.
  • Two (2) or more years supervisory/management role in refining, petrochemical, or chemical industry (Required)
  • Eight (8) or more years experience in safety related field (Required)
  • Preferred Certifications/Licenses: CSP or CIH Certification

  • Provides guidance in developing and executing safety management systems to identify and reduce hazard exposures
  • Identifies leading indicators and tracks metrics to improve safety programs and eliminate incidents
  • Develops and implements long-range plans to ensure safety, process safety, and security compliance
  • Develops and manages safety, process safety, and security budgets and supports cost planning
  • Implements strategies for industrial and occupational safety, emergency preparedness, industrial hygiene, industrial medical care and security, including systems, procedures and audits
  • Provides guidance on safety policies and standards, and standardization across locations
  • Coordinates compliance audits with corporate and regulatory bodies
  • Implements safety training and ensures training compliance
  • Leads development and implementation of safety and health standards and initiatives
  • Collaborates with field health and safety staff to define standards and processes
  • Assists with accident/incident investigations and root cause analysis
  • Participates in location audits for compliance and safety performance
  • Identifies qualified external resources
  • Manages DKL Health and Safety Specialists, recruits, trains and coaches direct reports
