Overview

TRC is seeking a talented, motivated, and detail‑oriented Senior Biologist / Project Manager who is responsible for managing complex environmental projects while providing technical leadership in biological resources, ecological assessments, permitting, and regulatory compliance. This individual serves as both a technical expert and project manager, overseeing multidisciplinary teams, managing client relationships, ensuring project profitability and mentoring junior staff.

The ideal candidate has 10–15 years of progressively responsible experience in environmental consulting, with extensive knowledge of federal, state, and local environmental regulations and a proven track record of successfully delivering projects for public and private sector clients.

This individual may report to our Irvine, Los Angeles or San Diego, CA offices.

Responsibilities
  • Manage biological and environmental permitting projects from proposal through project completion.
  • Develop project scopes, schedules, budgets and work plans.
  • Monitor project financial performance, including budgets, profitability and invoicing.
  • Coordinate multidisciplinary teams including engineers, planners, scientists, GIS specialists and environmental professionals.
  • Ensure projects are delivered on schedule, within budget and in accordance with company quality standards.
  • Identify project risks and implement mitigation strategies.
  • Serve as the primary point of contact for clients, agencies and subcontractors.
  • Lead and review biological resource assessments and technical studies, including:
    • Biological Constraints Analyses
    • Habitat Assessments
    • Wetland Delineations
    • Endangered Species Surveys
    • Botanical Surveys
    • Wildlife Surveys
    • Jurisdictional Waters Delineations
    • Habitat Restoration Plans
    • Mitigation Monitoring Reports
  • Provide technical oversight for NEPA, CEQA (where applicable) and other environmental compliance documentation.
  • Interpret environmental regulations and provide strategic guidance to project teams and clients.
  • Prepare and review technical reports and permit applications.

In addition, provide special‑status species surveys such as burrowing owl, least bell's vireo, bat and crotch's bumble bee surveys.

Qualifications
  • Bachelor's degree in Biology, Ecology, Environmental Science, Wildlife Biology, Natural Resources or related field.
  • Master's degree preferred.
  • 10–15 years of environmental consulting experience.
  • Minimum of 5 years managing complex environmental projects.
  • Experience conducting biological surveys, species surveys, monitoring and field reconnaissance and reporting.
  • Knowledge of biological resource regulations and compliance processes, including CDFW, USFWS and CEQA.
  • Strong technical writing and organizational skills.
  • Ability to work independently and collaboratively within multidisciplinary teams.
  • Familiarity with GPS equipment, GIS applications and digital data collection methods.
  • Ability to work outdoors in varying terrain and weather conditions.
  • Valid driver’s license and ability to travel for field assignments.
  • Demonstrated success managing project budgets exceeding $250,000.
