Functional Area

Program Support as a Occupational Reliability Program & Training Compliance Coordinator for the U. S. Army Sustainment Command Hazardous Material Supply Operations (HSMO) Logistics Support Services in the Fort Bliss, TX region.

RESPONSIBILITIES
  • Serve as Occupational Reliability Program & Training Compliance Coordinator under a Senior Consultant Labor Category to provide Occupational Reliability & Training Compliance aligned with NAICS: 611430 – Professional and Management Development Training for 1712 (Training Specialist) / 0343 (Management & Program Analyst) Series related activities as a GS‑13.
  • Establish, implement, and maintain Contractor Occupational Reliability Program (ORP).
  • Identify positions requiring ORP certification per AR 190‑11 and local guidance.
  • Conduct background checks, interviews, documentation validation and maintain secure files.
  • Track and ensure 100% compliance with required training: AT Level I, OPSEC, OSHA 29 CFR , 40 CFR 265.16, 49 CFR 172.704.
  • Maintain Sexual Assault & Sexual Harassment Training Plan (PM‑10).
  • Submit certificates to COR within mandated timelines (10 days or as specified).
  • Maintain training documentation onsite for Government inspection.
  • Support Service Contract Act Reporting (SAM.gov submission).
  • Develop and maintain Quality Control Plan (QCP) training elements.
  • Coordinate with KO/COR for approval of Government‑directed training.
  • Work in the South West Region, at or near Fort Bliss, TX (client site).
QUALIFICATIONS
  • 5+ years compliance, safety, or workforce reliability program management.
  • 3+ years supporting Army or DoD programs.
  • Experience with HAZMAT regulatory compliance preferred.
  • Experience managing inspection programs and audit responses.
EDUCATION / EXPERIENCE REQUIREMENTS
  • Bachelor’s degree in Business Administration, Safety Management, Human Resources, or related field (or equivalent experience).
  • OSHA HAZWOPER certification preferred.
  • Familiarity with DoD SAPR training standards required.
SKILLS REQUIRED
  • Regulatory compliance management (OSHA/EPA/DOT).
  • ORP program administration.
  • Training record management systems.
  • Policy development and SOP drafting.
  • Audit preparation and inspection readiness.
  • Strong documentation and records control.

ANCILLARY DETAILS OF

THE ROLE
  • Develops initial internal HMSO SOP within 30 days of contract award (training components).
  • Coordinates quarterly personnel roster updates (CDRL PM‑01).
  • Ensures physical readiness documentation compliance for assigned workforce.

  • Business tools proficiency: advanced with Excel, Access, Outlook, PowerPoint, Word, Adobe Acrobat, data analytics tools, Visio, and ability to learn other tools.
