Acceptable Experience and
Education:
Bachelor's degree in Public Administration or a related field and four (4) years of experience in grant writing and administration; including one (1) year of developmental supervisory or lead experience. Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates, Licenses, and other Requirements:
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. In order to access the County's network and systems, a personal mobile smart device is required by the hire start date.
Essential Duties:
May supervise department staff as needed, including assigning and reviewing work, training employees, contributing to performance evaluations, and making recommendations regarding hiring, disciplinary actions, and terminations;
Provides County leaders and personnel with information regarding funding needs that can be met through third party funding resources;
Researches federal, state, and local government resources as well as private foundation grant offerings to identify those requests for proposals that can support programs and activities;
Analyzes grant opportunities for value and makes recommendation based on the analysis;
Develops, writes, and edits grant proposals that support programs and activities;
Assists with ensuring internal policies are being followed when applying for grants, accepting grant awards and budget amendments are being requested;
Performs contract management of those grants that have been awarded to the County; ensures monies are being spent to meet grant request and funding requirements, and monies are available to purchase items on grant budgets; keeps and updates grant budget ledgers to ensure minimal monies are left unspent and returned to funding agencies;
Provides technical assistance to staff in responding to federal, state and local government requests for proposals as well as private foundation grant offerings;
Maintains communication with federal, state and local government officials and representatives of private foundations to ensure that program funding needs are known and communicated on a regular basis;
Maintains a grant funding resource database to help County employees plan and prepare for funding opportunities;
Provides technical guidance to staff regarding progress and final reporting requirements for each grant;
Assists with preparing annual recommendations to manager for short and long-term fund development strategies;
Provides technical assistance as requested;
Prepares monthly report on status and milestones of grants to department head or designee;
Prepares and submits monthly, quarterly and end-of-year reports to funding agencies as a condition of funding;
Prepares and submits budget amendments as needed to ensure monies are spent in a timely manner;
Provides assistance to departments with placing grant agenda items on Commissioners Court agenda; placing items as needed; and Provides training on grant processes and procedures annually or as needed.
Other Important Duties:
Substitutes, if assigned, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations;

Performs such other related duties as may be assigned; and As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Summary of Position:
The Grant Analyst, Senior works under minimal supervision researching, identifying, and writing of grant proposals for various programs. This designation is distinguished from the Grant Analyst, Intermediate classification by greater work complexity, broader work activities and some lead work authority in addition to having primary responsibility for the accomplishment of specific accounting assignments.
