Education and Experience:

A bachelor's degree or higher in business, Accounting, Public administration, Organizational Development or a related field, and five (5) years' experience in program/project management, organizational development, business process improvement, performance and change management, and/or public administration.

Licenses and Certificates:
Texas Class "C" Driver's License or equivalent from another state.

General Purpose Under general direction, identify, manage and oversee the Citywide planning and implementation of organization performance strategies and strategic process improvements.

Develop, implement and monitor performance management process for departments including the design and implementation of performance management activities and centralized data management resources. Involves:
Implement leading-edge practices for achieving organizational quality and performance excellence. Identify and evaluate a variety of organizational practices and issues. Identify weaknesses, gaps, and/or areas for improvement in existing management systems. Research best practices and other background information. Develop detailed performance project plans, including scope and objectives, time budgets, and milestone dates; collect, analyze, test, document information, maintain and track performance measures.

Perform comprehensive city-wide operational evaluations. Oversee and contribute to the creation of detailed project documents including work breakdown structures, data collection plans, status reports, executive summaries, stakeholder analyses and communication plans. Identify project risk and develop risk mitigation strategies. Analyze project data using Six Sigma or Lean tools and recommend operational solutions or alternatives based on performance metrics and best practices.

Lead teams in resolving business process, employee performance, employee development, and teamwork issues. Assess the training needs of the City of El Paso, coach and train others in the use of: strategic planning, business planning, performance management systems, performance measurement and evaluation, process improvement, learning and development.

Participate in the development and implementation of goals, objectives, policies and priorities for the City. Involves:
Develop and implement project plans, scope and objectives, time budgets and milestone dates. Conduct specialized financial, management and organizational analyses. Perform comprehensive program evaluation. Provide input and subject matter expertise into the improvement of business processes city wide.

Participate in the strategic and operational plan development, monitoring and implementation for the City. Involves:
Coordinate the development of the organizational and departmental level strategic plans. Develop and maintain reporting and monitoring systems. Assist with and coordinating the implementation of Citywide and department strategic plans. Assist with project design. Research and promote performance management practices and methodologies. Design, develop and implement continuous improvement systems, processes and practices. Align organizational practices and systems with nationally recognized performance criteria such as Malcolm Baldrige.

Assist departments in building internal capacity within departments for performance management.

Represent the organization. Involves:
Attend various meetings and conferences and interact with a wide range of officials, department directors, coworkers and the public. Advise city officials and executives in a timely manner of situations or issues that have or could lead to deviation from expected results, and recommend appropriate solutions or options.
