Position Information
Join the El Paso District Construction Office team as a Transportation Specialist II, III, or IV and play a critical role in delivering impactful transportation projects that connect and serve our communities. In this dynamic position, you will monitor the progress and performance of construction projects, ensuring work is completed in accordance with plans, specifications, and contract requirements. You will collaborate closely with Area Offices to provide technical guidance on construction methods, resolve field issues, and support effective contract administration.
Your expertise will be essential in reviewing and guiding change orders, promoting consistency, accuracy, and compliance with established procedures and standards. Additionally, you will participate in final construction inspections and oversee traffic control operations to ensure safety and quality in the field. This role requires a strong commitment to maintaining compliance with PS&E, as well as state and federal regulations, while upholding the high standards expected for public infrastructure projects.

Salary Range
- Transp. Specialist I (B20): $51,158 - $81,351 annually
- Transp. Specialist IIB
21): $54,278 - $87,046 annually - Transp. Specialist III (B22): $57,614 - $93,138 annually

- Monitor progress and performance of construction projects, ensuring work is completed in accordance with plans, specifications, and contract requirements.
- Collaborate closely with Area Offices to provide technical guidance on construction methods, resolve field issues, and support effective contract administration.
- Review and guide change orders, promote consistency, accuracy, and compliance with established procedures and standards.
- Participate in final construction inspections and oversee traffic control operations to ensure safety and quality.
- Maintain compliance with PS&E and state/federal regulations.
- Coordinates and performs interim and final inspections to identify deficiencies.
- Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
- Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract requirements.
- Monitors audits of monthly and final estimates change orders, supplemental agreements, and extra work orders; reviews monthly and final estimates prior to submittal.
- Performs field reviews of construction projects to assist area engineers and project engineers in resolution of construction problems.
- Represents the Department at various meetings.
- Performs other job responsibilities as assigned.
- Coordinates and performs interim and final inspections to identify deficiencies.
- Coordinates with staff and/or area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right‑of‑way and maintenance operations.
- Ensures compliance with specifications for devices; safety laws, rules, and regulations; and the Texas Manual on Uniform Traffic Control Devices.
