Education and Experience
A high school diploma or GED or higher and seven (7) years of street, flood control, or storm water construction and/or field operations experience, including three (3) years of supervisory experience.
Licenses And CertificatesValid Texas Class “A” Commercial Driver’s License (CDL) or equivalent from another state at the time of application. Certified Floodplain Manager required within one (1) year of appointment.
Responsibilities- Under direction, plans, schedules, coordinates and supervises personnel and equipment engaged in the construction and maintenance of the City’s storm water infrastructure.
- Supervise personnel in assigned area of construction and maintenance operations, including assisting in planning, developing and implementing street and stormwater construction, maintenance and rehabilitation projects; developing specifications for equipment, construction materials, and services; supervising and inspecting completed projects by contractors; and coordinating grading, drainage inspection, erosion and sediment control plans and public improvement plans.
- Supervise drainage maintenance and annual general drainage work programs, and cooperate with other departments on stormwater projects involving heavy hauling, lifting, grading and development of land, earth moving, excavating, concrete work, minor building construction, erection and maintenance, geotechnical procedures, demolitions and disposal of unsafe debris.
- Inspect and coordinate major construction and rehabilitation projects with other departments and entities; respond to emergency situations.
- Provide technical construction project assistance: interpret engineering and construction plans, make onsite changes, conduct preconstruction site inspections, prepare cost estimates and reports; ensure soil erosion control inspection; coordinate services with other departments and utilities; monitor legislative and regulatory actions; operate flood gates and valves; manage safety plan; and inspect fleet equipment for safety.
- Coordinate stormwater management operations: manage operational planning, budget oversight, procurement coordination, preventive maintenance scheduling; prepare cost estimates, evaluate contractor proposals; serve as liaison for operational communication; address customer concerns; support public education on stormwater and erosion control practices; provide on-site leadership to ensure projects and maintenance activities are completed efficiently and in compliance with applicable standards and regulations; and coordinate and inspect public works and stormwater maintenance projects;
support emergency response operations and collaborate with public safety agencies during emergencies. - Supervise assigned staff: schedule assignment, instruct, guide and check work; appraise employee performance; provide training and development; enforce personnel rules and regulations; counsel, motivate and maintain harmony; interview applicants; recommend hiring, termination, transfers, discipline or other employee status changes; enforce safety rules and regulations.
Seven (7) years of street, flood control, or storm water construction and/or field operations experience, including three (3) years of supervisory experience. Valid Texas Class “A” Commercial Driver’s License (CDL) or equivalent. Certified Floodplain Manager within one (1) year of appointment.
