Our client is seeking a Design-Build Project Engineer to support execution of Military Construction (MILCON) projects. The Project Engineer will play a key role in ensuring coordination between design, construction, quality, and compliance functions, ensuring that all technical information, submittals, and field documentation meet contract requirements, Unified Facilities Criteria (UFC), and federal quality control standards.

The Project Engineer serves as a central hub for technical coordination, document control, and contract-driven workflows, supporting the Project Manager and Construction Manager in delivering compliant, on-schedule, and high-quality facilities, while integrating advanced construction and 3D-printing technologies into traditional MILCON delivery frameworks.

Key Responsibilities
  • Serve as the primary liaison between design consultants, government reviewers, and field operations, ensuring alignment with contract documents, UFC requirements, and design intent.
  • Manage the timely flow of RFIs, submittals, and design clarifications, including preparation, internal review, government submission, response tracking, and field distribution.
  • Maintain detailed submittal logs, RFI logs, and drawing registers consistent with USACE/NAVFAC expectations.
  • Track design development and revisions, ensuring approved IFC documents are issued, logged, and distributed in accordance with contract requirements.
  • Participate in constructability reviews and design coordination meetings during both design and construction phases.
  • Ensure submittals comply with Section 01 33 00 (Submittal Procedures) and government classification requirements (G, S, informational).
  • Support the Project Quality Control Manager (QCM) by coordinating documentation required under the Contractor Quality Control (CQC) Plan.
  • Assist with preparation and tracking of Preparatory, Initial, and Follow-Up Phase documentation.
  • Support inspection readiness, deficiency tracking, and resolution documentation.
  • Help ensure field work conforms to approved submittals, drawings, and specifications.
  • Assist with schedule updates by tracking design deliverables, submittal review durations, and government response timelines.
  • Coordinate technical inputs required for change proposals, modifications, and equitable adjustments.
  • Support procurement and buyout processes through scope review, technical clarifications, and document tracking.
  • Maintain logs for materials, long-lead items, and government-furnished information (GFI/GFP).
  • Support field teams with drawing interpretation, dimension verification, and technical issue resolution.
  • Participate in site walks, coordination meetings, and quality inspections as required.
  • Help identify technical risks, design gaps, or coordination conflicts and escalate the proactively.
  • Compile and organize as-built drawings, O&M manuals, warranties, test reports, and closeout submittals.
  • Support final inspection documentation, punchlist tracking, and turnover packages in accordance with government requirements.
Required Skills and Experience
  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
  • 5+ years of experience supporting design-build or general contracting projects, preferably with federal or MILCON exposure.
  • Strong understanding of construction drawings, detailing, and technical coordination.
  • Experience managing RFIs, submittals, and document control systems (e.g., Procore, Bluebeam, SharePoint, Smartsheet).
  • Excellent written and verbal communication skills, with comfort interfacing with government stakeholders.
  • Highly organized, detail-oriented, and capable of managing multiple concurrent workflows.
  • Prior experience on USACE, NAVFAC, or other DoD MILCON projects.
  • Familiarity with Unified Facilities Criteria (UFC) and federal construction standards.
  • Understanding of CQC processes, inspection phases, and quality documentation.
  • Proficiency with digital plan review and markup tools (Bluebeam).
