Personal Financial Counselor, PFC – El Paso, TX
Grade: 24.
OVERVIEWProvide personal financial services at assigned military installations, offering a full breadth of personal financial counseling services to service members and their families.
RESPONSIBILITIES- Provide one‑on‑one counseling, conduct briefings and presentations, and make referrals as needed.
- Consult with commanders, staff, or other providers to ensure the program meets installation needs.
- Assist service members in establishing spending plans for extended absences.
- Develop and distribute informational financial materials.
- Coordinate, publicize, and offer financial management classes and workshops across the military lifecycle.
- Respond to requests for age‑appropriate seminars.
- Utilize virtual counseling or electronic modes (web, secure chat, video teleconference) as authorized.
- Manage duty‑to‑warn situations per DoD protocol.
- Communicate with leadership, participate in supervision, and share insights on trends and issues.
- Participate in in‑services, training, quality improvement committees, or other contract activities.
- Perform any additional duties as assigned.
- Bachelor’s degree required; associate degree plus 4 years’ experience or high school diploma plus 6 years’ experience may be considered.
- Minimum 3 years of financial counseling experience.
- U.S. citizenship and fluent English; bilingual English/Spanish if required.
- Ability to obtain a favorably adjudicated Tier2 investigation.
- Completion of the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
- Certification:
Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).
Salary range: $58,440 – $93,500 (subject to location adjustments). Short‑term incentives and a comprehensive benefits package may be available.
