This role supports the financial planning, capital budgeting, and regulatory reporting for the Energy Delivery / Transmission & Distribution (T&D) organization. The analyst acts as a financial partner to project managers, engineering, field supervisors, FP&A, and regulatory teams—owning capital and O&M budget analysis, project cash flow forecasting, variance analysis, and documentation used for internal decisions and regulatory filings.
What You’ll Be Responsible For- Capital & O&M Budgeting: Build, track, and reforecast large‑scale T&D capital and operating budgets, including detailed project cash flows tied to schedules and milestones.
- Project Financial Management: Maintain project budgets, work orders, funding approvals, and cash flow timing; explain variances between forecasted and actuals.
- Business Case Development: Analyze project alternatives, cost assumptions, and financial impacts to support investment decisions and regulatory submissions.
- Regulatory & Compliance Support: Prepare documentation, research, and responses for filings with FERC, the Texas PUC, and the New Mexico PRC (including rate cases, construction reporting, and RFIs).
- Cross‑Functional Partnership: Serve as the finance liaison to engineering, construction, and field supervisors—training them on budgeting, accounting codes, and financial systems.
- Systems & Documentation: Use Oracle and other financial systems to manage work orders, purchase requisitions, project close‑out packages, and audit‑ready documentation.
- Joint & Reimbursable Projects: Support jointly owned facilities and reimbursable projects (e.g., TXDOT, municipal, interconnection work), including billing, ownership tracking, and cost recovery.
- Experience with a work management system (WMS)
- MIN 2-3 years professional experience financial analysis (preferred experience in utilities, water, gas, energy, or construction)
- Experience with capital project budgeting and cash flow forecasting
- Understanding of project management financials (WBS, schedules, risk, cost controls)
- Familiarity with utility regulation (FERC, state commissions) and FERC Uniform System of Accounts
- Ability to analyze variances, document assumptions, and communicate financial insights clearly
- Comfortable working with Oracle, Excel, Access, and Word
- High integrity with confidential and regulated information
Targeting salary $70, dependent on experience.
