Location:
El Paso, TX. This statewide position is eligible for telework and may require travel up to 10%.
Salary: $4,523.16 - $6,000.00 monthly (nonexempt, full‑time, Day shift).
Job SummaryA policy analyst on the Access and Eligibility Services (AES) Program Policy team will provide research, analysis, and recommendations on eligibility for Medicaid (MEPD, Texas Works), CHIP, SNAP, and TANF. The role supports program planning and policy development at the state level.
Responsibilities- Conduct complex research on federal and state policies, best practices, and legislation.
- Analyze legislative bills, statutes, rules, regulations, guidance, and procedures.
- Identify policy options, assess impacts, and make recommendations for senior leadership.
- Prepare high‑quality briefing documents, memoranda, presentations, and other policy materials.
- Lead projects to implement policy and system changes, coordinating work groups and meetings.
- Respond to requests for policy information from agency leaders, external stakeholders, and media.
- Provide guidance and technical assistance to agency staff on policy matters.
- Communicate policy issues and solutions effectively in writing and orally.
- Bachelor’s degree in public policy, social work, public health, or related field (preferred); work experience may substitute.
- Experience with Texas Works Medicaid, MEPD, CHIP, SNAP, or TANF programs.
- Experience researching, interpreting, and analyzing complex data and policies.
- Strong written and verbal communication skills, including presentations.
- Ability to manage multiple projects and coordinate work groups.
- Proactive problem‑solving and independent decision‑making skills.
- Will be required to pass background and other due diligence checks.
- Applicants must have personal home internet service and be able to report to the office at least 3 days a week if living within 50 miles of Austin, or as directed.
- Eligible for telework in accordance with agency policy.
