Job Description
The Texas Health and Human Services Commission (HHSC) seeks a highly qualified Contract Specialist II to manage complex contract work for Community Services (CS) and Community Care Services (CCS) programs. The role involves contract enrollment, maintenance, monitoring, and the development and negotiation of contracts and amendments. The incumbent will provide technical assistance, conduct performance monitoring, investigate complaints, and recommend corrective actions.
The position supports program goals of service delivery, fiscal accountability, and continuous improvement.
- EJF1: Identify the need for service providers; participate in work groups to recommend changes to contract documents; monitor legal and regulatory requirements; handle routine reporting and special projects; provide orientation and technical assistance to contractors and stakeholders.
- EJF2: Prepare and maintain contract documents in accordance with policy; develop contract administration policies; initiate, negotiate, process and manage contracts, renewals, and amendments; upload necessary documents to the HHSC contracts repository.
- EJF3: Complete pre‑monitoring activities; conduct contractor screening and review; prepare monitoring tools and reports; schedule and conduct contractual compliance reviews; send necessary notices and determine sample selections.
- EJF4: Monitor contractor performance for compliance with state and federal regulations; conduct investigations; recommend and track sanctions and corrective actions.
- EJF5: Provide guidance on contract administration; assist team members; perform additional duties as necessary.
Certified Texas Contract Manager (CTCM) certification required within 6‑12 months of hire. Valid driver’s license required.
Knowledge, Skills, and Abilities (KSAs)- Journey‑level knowledge of contracting, procurement, contract negotiation, and business administration principles.
- Knowledge of local, state, and federal regulations related to contract enrollment, maintenance, and administration.
- Strong written and verbal communication skills; ability to prepare clear written communication for diverse audiences.
- Analytical skills for evaluating contracts, fiscal data, and compliance; ability to organize workload and meet tight deadlines.
- Team player with the ability to provide guidance and mediate conflicts.
- Experience interpreting state and federal policy, rules, and regulations.
- Experience with HHSC Community Care Services programs preferred.
- Full‑time work experience in the health and human services field preferred.
- Experience in contract management and monitoring preferred.
Telework is eligible. The role requires extensive travel and occasional overnight stays.
