Overview
The VISTA Policy Development Specialist will strengthen the University Medical Center Foundation of El Paso by developing the policies, procedures, and compliance systems that support efficient operations and long‑term organizational growth. The member will begin by creating a comprehensive inventory of existing policies across fiscal operations, donor engagement, event planning, and program coordination. They will build a searchable database and indexing system that allows staff to easily locate, update, and maintain policies over time.
To ensure policies remain current and compliant, the Specialist will design a structured revision process that incorporates regulatory requirements, funding‑agency expectations, and evolving programmatic needs. They will document this process in a step‑by‑step manual and train staff to use it, embedding the system into institutional workflows. The member will also draft new policies that strengthen coordination with hospital service lines, creating cross‑departmental communication protocols that support alignment and efficiency.
The Specialist will enhance event planning by developing procedural guidelines, toolkits, checklists, and budget templates that integrate compliance and operational clarity. They will support donor engagement and grant writing by creating policies that standardize tracking, stewardship, and reporting practices, along with a donor‑engagement manual that includes templates and recognition protocols. To improve organizational accountability, the member will develop frameworks for monitoring and reporting key performance indicators (KPIs), including dashboards and annual reporting calendars.
They will conduct staff workshops to ensure all systems are understood and sustainable. Finally, the Specialist will compile all manuals, templates, guides, and repositories into a centralized resource hub with clear update instructions, ensuring the Foundation retains and builds upon the VISTA member’s work.

The member will also develop KPI tracking frameworks, dashboards, and reporting calendars that align with strategic goals. Throughout the year, they will train staff on all new systems and compile a sustainability plan that consolidates manuals, guides, and repositories into a centralized resource hub.
