Education and Experience:
Bachelor’s degree or higher in Security Management, Criminal Justice, Police Science, Security Management, Emergency Management, Business Administration, Public Administration, or related field and seven (7) years of increasingly responsible experience in security management, security/criminal investigation, crisis/emergency management, disaster response and planning, or administering safety, risk reduction, or industrial safety programs, including four (4) years of managerial experience.
Licenses and Certificates: Valid Texas Class “C” Driver’s License or equivalent from another state.
General PurposeUnder administrative direction, direct, oversee, develop and implement proactive safety, security, and emergency response strategies and programs to mitigate risks to personnel, the public, Utility assets, and critical infrastructure, and to ensure regulatory compliance and operational continuity.
Typical Duties- Act as principal security, safety, and emergency response advisor, and primary incident command authority with emergency reporting responsibilities to executive management. Involves:
Ensure coordination between safety, security, cybersecurity, and emergency response functions. Develop and implement security and emergency response policies, processes procedures, and controls to ensure the integrity of Utility operations and critical infrastructure. - Develop a comprehensive, proactive strategy to identify high priority vulnerabilities and improve the overall security and emergency response for the Utility. Provide executive oversight and strategic direction for the Utility’s enterprise-wide occupational safety programs. Ensure development, implementation, and continuous improvement of safety policies, procedures, and internal controls.
- Promote and reinforce a strong safety culture through leadership engagement and accountability. Foster a culture of continuous improvement, knowledge sharing, and professional development.
- Provide oversight of security, emergency response, regulatory compliance, and performance management to ensure effective risk mitigation and operational continuity. Involves:
Direct, review and oversee security controls including internal verification and criminal history record checks, access points and identification badge processes. Oversee the monitoring and analysis of security events and incidents, ensuring timely response, escalation, and resolution. Oversee, respond and resolve emergency response situations, security breaches, threats, complaints or inquiries. Stay current with the latest security threats, trends, and technologies, and proactively identify areas for improvement and innovation.
Stay up to date on new legislation, trends, and innovations. Oversee compliance with federal, state, and local occupational safety regulations, including TCEQ requirements. Establish, implement, and administer key performance indicators, metrics, and priorities. - Prepare, implement, and maintain the Utility’s emergency readiness/preparedness plan in compliance with various local, state and federal requirements. Involves:
Oversee, develop, implement, coordinate and conduct security, safety and emergency response training and operational drills. Lead the after-action reviews for post emergencies and make recommendations for improvement. Serve as liaison and work closely with the City/County Emergency Operations Center (EOC), government and law enforcement officials. Collaborate with cross-functional teams to integrate safety, security, cybersecurity and emergency response activities with a focus on incident response and vulnerability assessment with utility supervisory, management, and emergency response staff.
Work closely with cybersecurity officer.
