Job DescriptionParsons is seeking passionate, skilled, and experienced Scheduling Manager to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on a significant infrastructure project central to the United States’ border security programs.
In our anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services to achieve program success.
What You’ll Be Doing- Receive and review construction schedules submitted by Construction Contractors for compliance with SOW requirements
- Build and maintain a program-level Integrated Master Schedule (IMS) which includes major milestones and deliverables from construction contractor project schedules from multiple sites
- Perform program schedule analysis to include:
Metrics, Critical Path, Float, and schedule variances - Monitor vendor schedule performance to include weekly and monthly variances.
- Utilize Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances.
- Assist HR/Talent Acquisition team to recruit, hire and onboard qualified personnel.
- Act as scheduling subject expert and mentor the program scheduling staff
- Work collaboratively with the construction contractors as needed to enhance their scheduling capabilities
- Provide assistance with any potential modifications and development or review of Time Impact Analysis to the construction contractors baseline schedules
- Develop Frag-net schedules related to modifications or other schedule impacts
- 15+ years of experience and a Bachelor’s degree or equivalent work experience in lieu of degree.
- 15+ years relevant construction-related experience executing construction project scheduling on large, multi-$M Federal construction projects
- Developed expertise utilizing Primavera P6 and its earlier versions including its report generation capabilities
- Highly experienced in preparing or analyzing Time-Impact-Analysis (TIA) as it relates to time extension requests or claims
- Direct experience developing and managing IMS for Federal construction programs, including experience with technical program management.
- Experience managing a team of Schedulers and providing technical direction and mentoring
- Past Experience with a Web Based Project Management Information System for Submittals and Quality Assurance reporting (such as Procore, Kahua, USACE RMS, NAVFAC eCMS and other software solutions.)
- Must be a US Citizen and able to pass required federal background checks.
- Must have a valid driver’s license
- Registration from the Association for the Advancement of Cost Engineering (AACE) as a Planning and Scheduling Professional (PSP)
- Certification as Project Management Professional (PMP) or Certified Construction Manager (CCM)
- Proven ability for performing in a lead capacity on a project
- Ability to communicate clearly (verbally and written) in English
- Previous experience working on relevant large construction projects in remote locations.
