Job Description

Pro Sidian seeks a Program Manager – Logistics & Environmental Compliance for the U.S. Army Sustainment Command Hazardous Material Supply Operations (HSMO) Division. The role is a full‑time exempt W2 position located on‑site at Fort Bliss, TX, supporting hazardous material sustainment operations across the Contiguous United States and the Southwest region.

Job Overview

Provide Program Management and Compliance Oversight for HMSO logistics and environmental compliance under the Program Manager labor category. Responsibilities include disciplined hazardous material receipt, storage, tracking, and compliance sustainment, regulatory adherence (EPA, OSHA, DoD), primary COR interface, performance metrics, staffing, budget execution and risk management. The role aligns with NAICS 541611 (Management and Financial Consulting), 0346 (Logistics Management) and 0028 (Environmental Protection Specialist) series as a GS‑14.

Responsibilities

and Duties
  • Serve as Program Manager – Logistics & Environmental Compliance to provide overall contract oversight, manage logistics and environmental compliance operations, and ensure adherence to AR 710 series, OSHA, EPA, DOT.
  • Act as primary COR interface and oversee staffing, budget execution, risk mitigation, inspections, and performance metrics.
  • Manage QCP and compliance reporting for the HMSO program.
  • Maintain regulatory documentation and facilitate audits and inspections.
  • Collaborate with senior Army stakeholders to align program objectives with mission readiness.
Qualifications
  • Minimum 10–15 years progressive logistics/environmental management experience; 5+ years supporting U.S. Army or DoD logistics operations at installation level.
  • Bachelor’s degree required in Logistics, Environmental Science, Business, or related field;
    Master’s preferred.
  • Professional certifications such as PMP or DAU equivalent desirable.
  • Knowledge of HMID/GCSS‑Army, contract administration, audit readiness, and program governance.
  • Strong strategic leadership, risk management, communication skills, and ability to work cross‑functionally.

  • Program management, regulatory compliance, financial oversight, and environmental compliance.
  • Familiarity with military logistics systems (HMID/GCSS‑Army) and DoD contracting.
  • Effective project management methodologies and tools.
  • Adaptability, multi‑tasking, and strong analytical, organizational, and time‑management skills.

  • Strategic leadership, risk management, decision‑making, communication with senior Army stakeholders, operational governance.
