Job Description
Program Manager – Logistics & Environmental Compliance for the U.S. Army Sustainment Command Hazardous Material Supply Operations (HSMO) Division. The role is based on-site at Fort Bliss, TX, with support across the Southwest United States.
Responsibilities- Provide overall HSMO contract oversight and manage logistics and environmental compliance operations.
- Ensure adherence to Army regulations (AR 710 series), OSHA, EPA, DoD, DOT, and other applicable laws.
- Serve as the primary COR interface and oversee performance metrics, inspections, and risk mitigation.
- Manage staffing, budget execution, and contractor performance, ensuring contract compliance thresholds of 95‑100%.
- Develop and maintain quality compliance programs (QCP) and produce compliance reporting.
- Ensure disciplined hazardous‑material receipt, storage, tracking, and sustainment logistics to support Army readiness.
- Minimum 10‑15 years of progressive logistics or environmental management experience.
- At least 5 years supporting U.S. Army or DoD logistics operations at the installation level.
- Requires a bachelor’s degree in Logistics, Environmental Science, Business, or a related field; master’s preferred.
- PMP or equivalent DAU certification desirable.
- U.S. citizenship required; no visa sponsorship.
- Security clearance is a valuable asset due to the nature of consulting engagements.
- Strategic leadership, risk management, and decision‑making.
- Effective communication with senior Army stakeholders and operational governance.
- Program management, regulatory compliance, and financial oversight.
- Familiarity with HMID/GCSS‑Army, audit readiness, and contract administration.
- Strong time management, prioritization, and analytical skills.
