Job Description
Pro Sidian seeks an Occupational Reliability Program & Training Compliance Coordinator to support the U.S. Army Sustainment Command Hazardous Material Supply Operations (HSMO) Division, Logistics Support Services. The position is exempt W‑2, full‑time, and based on‑site at Fort Bliss, TX, serving the Southwest region of the U.S. Army.
JOB OVERVIEWProvide services and support as a Occupational Reliability Program & Training Compliance Coordinator, aligning with NAICS 611430 (Professional and Management Development Training). The role includes developing training programs, overseeing QA inspections, ensuring SOP compliance, tracking metrics, conducting audits, and supporting continuous process improvement for hazardous material sustainment logistics.
RESPONSIBILITIES AND DUTIES- Establish, implement, and maintain the Contractor Occupational Reliability Program (ORP).
- Identify positions requiring ORP certification per AR 190‑11 and local guidance.
- Conduct background checks, interviews, documentation validation and maintain secure files.
- Track and ensure 100% compliance with required training: AT Level I, OPSEC, OSHA 29 CFR , 40 CFR 265.16, 49 CFR 172.704.
- Maintain Sexual Assault & Sexual Harassment Training Plan (PM‑10).
- Submit certificates to COR within mandated timelines (10 days or as specified).
- Maintain training documentation onsite for Government inspection.
- Support Service Contract Act Reporting (SAM.gov submission).
- Develop and maintain a Quality Control Plan (QCP) for training elements.
- Coordinate with KO/COR for approval of Government‑directed training.
Location:
Fort Bliss, TX (1741 Marshall Road, TX 79916). Work site may extend to other Southwest CONUS locations.
- 5+ years compliance, safety, or workforce reliability program management.
- 3+ years supporting Army or DoD programs.
- Experience with HAZMAT regulatory compliance preferred.
- Experience managing inspection programs and audit responses.
- Bachelor’s degree in Business Administration, Safety Management, Human Resources, or related field (or equivalent experience).
- OSHA HAZWOPER certification preferred.
- Familiarity with DoD SAPR training standards required.
- Regulatory compliance management (OSHA/EPA/DOT).
- ORP program administration.

THE ROLE S
- Develop initial internal HMSO SOP within 30 days of contract award.
- Coordinate quarterly personnel roster updates (CDRL PM‑01).
- Ensure physical readiness documentation compliance for assigned workforce.
- Standard skills: project‑management methodologies, leadership, communication, time‑management, analytical skills, adaptability.
