General Purpose
Under general direction, provide complex executive, administrative, and operational support to the Municipal Court Clerk and oversee the administration of municipal court non‑judicial functions.
Responsibilities- Plan, organize, and oversee administrative and operational functions for the Municipal Court. Develop and implement strategies to manage operations, workforce, and customer service. Coordinate and communicate with other city departments, community partners, and stakeholders on court engagement and alignment of community services.
- Provide technical guidance to staff, leads, supervisors, managers, and the Director. Facilitate processes to accomplish department objectives. Conduct regular visits to assigned areas to ensure processes and procedures are carried out as instructed. Assist in responding to and resolving sensitive inquiries and complaints from both internal and external sources.
- Manage and review operations. Perform quality control to ensure effective departmental performance. Monitor service delivery and response. Compile and analyze monthly management reports to make recommendations for change and to make strategic decisions. Identify areas to enhance productivity through improved work procedures and practices. Review and analyze changes in state and local laws and report necessary changes to the administration.
- Design, implement, and review short and long‑term goals and priorities. Develop, manage, and monitor department budgets through subordinate managers. Responsible for oversight of the financial and budgetary management of the department. Assist with the preparation of program budgets. Review expenditure budget and recommend changes to the Director. Develop grant proposals and program outlines. Monitor and approve routine budget expenditures and make reassignments of resources as needed.
Prepare and administer operating and maintenance budgets. Conduct regular inspections and evaluations of performance against approved plans and objectives to assess and improve services. Prepare reports regarding program activities, accomplishments, and goals. - Direct activities of assigned service areas. Plan, coordinate, administer, and evaluate operations, projects, processes, procedures, systems, and service offerings. Assist in establishing appropriate service and staffing levels. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures. Establish work priorities and monitor work progress. Review and approve training, performance reviews, and other personnel actions to ensure productivity and quality standards.
- Represent the Director ve in an acting capacity for the Municipal Court Clerk. Represent the City and department at local, state, and national organizations. Serve as a member of various committees. Act as liaison between the department and other city departments. Assist elected, appointed, and associate judges.
- Supervise assigned personnel. Schedule, assign, and check work. Appraise employee performance and review evaluations by subordinate managers and supervisors. Provide training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate, and maintain harmony. Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
- Bachelor’s Degree or higher in Business, Public Administration, Management, or a related field.
- Five (5) years of public administration, finance, or court administration experience, including two (2) years of executive management in an organization of comparable size and complexity.
- Master’s Degree preferred.
- Valid Texas Class “C” driver’s license or equivalent from another state by the date of appointment.
