Position: JUVENILE PROBATION DEPARTMENT - CHALLENGE - FACILITIES JUVENILE UNIT SUPERVISOR (CERTIFIED) (GF)

THIS POSITION IS GRANT-FUNDED

Acceptable Experience and Education

Bachelor’s Degree from an accredited college or university in the area of Criminal Justice, Corrections, Behavioral Science or related field preferred and minimum of one (1) year experience in corrections, juvenile supervision or case management, with one (1) year supervisory experience.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred
  • Custodial childcare experience.
  • Bilingual (Spanish/English)
Certificates and Licenses Required

In order to access into the County’s network and systems, a personal mobile smart device is required by the hire start date.

Must have telephone and report residence.

Must meet qualifications and be eligible to be certified as a Juvenile Supervision Officer by the Texas Juvenile Justice Department.

Must be at least 21 years of age.

CPR and First Aid required, and non-violent physical restraint techniques.

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Proof of automobile liability insurance coverage is required.

Must make home phone number and department cell phone number available to subordinate staff, Unit Manager and the Director.

Physical Demands

While participating in physical activities, the incumbent will be actively participating in physical training formations, and recreational work.

While working in the facility, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens, lifting or carrying up to 30 pounds. In crisis situations it may be necessary for the Facilities Juvenile Unit Supervisor to become involved in evacuations of the facility, Handle with Care restraint techniques, riot control and extractions.

Minimum Requirements:

Knowledge, Skills, and Abilities

Knowledge of: basic first-aid and personal hygiene; leadership principles and strategies; departments COOP (Continuity of Operations Plan) and the roles of the Unit supervisor and staff;
English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Microsoft based products.

Skill/ability to: understand and interpret the Chapter 343 Texas Administrative Code as it pertains to standards governing a Pre-Adjudication and/or Post Adjudication facility, the Texas Family Code, PREA and unit specific standard operating procedures; possess excellent communication skills both orally and in writing; communicate effectively with peers, employees, the general public and hostile, abusive or irrational juveniles; possess strong interpersonal skills to conduct effective team building, coaching, and professional development;

develop, organize, motivate, and effectively utilize staff and resources; provide operational assessments and recommendations; be capable of data management and making data driven decisions; exercise proper control and management of violent or aggressive behavior; perform nonviolent physical or mechanical restraint techniques; use of crisis intervention verbal skills, as required; organize work; ensure staffing ratios; manage resources efficiently; communicate pertinent information between and amongst shifts through proper channels;

establish and maintain effective communication and working relationships with co-workers, team members, County employees, youth, families and the general public; collaborate effectively with representatives from other entities in education, law enforcement, mental health, and social service; learn of the different forms of behavior in disturbed children and handle such behavior in a positive and constructive manner; organize, facilitate and participate with children in a variety of activities, including but not limited to: recreational work, education, work and creative pursuits of overall wellbeing;
