Position: PUBLIC WORKS DEPARTMENT - CAPITAL PLANNING PROJECT MANAGER

Minimum Qualifications

Important Applicant Information:
This position serves as the lead Project Manager for water, wastewater, stormwater, drainage, roadway, and other public infrastructure capital improvement projects from planning through construction and project closeout. Responsibilities include managing engineering consultants, contractors, procurement, budgets, schedules, regulatory coordination, and state and federally funded infrastructure projects. Experience managing public infrastructure capital projects is strongly preferred.

Acceptable Experience And Education

Bachelor’s degree in business or public administration, construction science, engineering or related field, plus six (6) years professional, managerial or administrative experience, dealing with preparation and fiscal oversight of operating budgets or capital developments, project management and acquisition projects; including two (2) years supervisory experience to include management of consultant teams and project implementation schedules.

Or any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities.

Certificates, Licenses, And Other Requirements

Must have or obtain by date of hire a valid driver’s license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Master’s Degree.

Project Management Professional from the Project Management Institute, International Association for Six Sigma Certification (Various Belt Levels).

Typical Duties Essential Duties
  • Plans, organizes, develops, implements, oversees, and reviews the assigned projects within the Department, to include management of strategic financing portfolios, capital bond programs and any large-scale grant opportunities;
  • Manages and evaluates quality, efficiency and effectiveness of assigned programs and projects;
  • Analyzes, coordinates, and overseas production and implementation of annual plans in the Department’s programs and activities;
  • Maintains agency-wide database of capital projects and related information and monitors availability and expenditures of allocated revenues, grants and other funds;
  • Reviews work progress for adherence to funding and completion requirements, and reports deviations for remedial administrative action;
  • Coordinates with County departments as necessary to monitor capital projects progress in all phases of development, to include scope, design, bid and construction;
  • Attends meetings and makes presentations to public officials and community groups to facilitate understanding of capital projects progress;
  • Monitors projects administratively to ensure adherence of projects assuring construction scheduled, budgets and grant mandated spend rates are met;
  • Reviews, evaluates, and recommends modifications to programs, projects and procedures as appropriate;
  • Works with users, elected officials, department heads, and respective project managers to assist them in development of their strategic planning for future capital development, including identifying program operational objectives;
  • Arranges for guidance or action from higher level executives on unprecedented problems or deviations from County-wide policies or practices, or from qualified engineering professionals on complex technical problems or questions;
  • Represents County interests when conferring with and presenting capital improvement portfolios and programs to department heads, public officials of other counties, states, federal agencies, public utilities and regional jurisdictions, business organizations and civic groups to facilitate understanding of program nature, goals, process, projects, and administrative and fiscal issues;
  • Plans, organizes, develops, implements, oversees and reviews processes to provide for availability, disbursement and expenditures of project revenue for planning, design, construction of various facets of the portfolios or programs;
