Position Summary

Implements and exercises functional authority for planning, organization, control, integration, and completion of projects within area of assigned responsibility. The Assistant Director will perform a variety of complex management duties to meet the needs of the department and University mission. This includes assisting the Director with the administration of campus-wide projects, facilitating review of business agreements and advising campus of various insurance policies while ensuring compliance with state and federal laws, UTEP’s Handbook of Operating Procedures (HOP), and the Regents’ Rules and Regulations of the University of Texas System.

The Assistant Director may assume the duties and responsibilities of the Director while the Director is absent, exercising judgment and providing advice on a wide range of contract and insurance matters.

Statement Of Duties And Responsibilities

Assists with the coordination and supervision of the daily processing functions.

Reviews, processes and monitors business agreements and ensures compliance with applicable University and University of Texas System policies and regulations. Facilitates compliance with University agreement review processes, agreement execution, and distribution.

Coordinates international travel requests for review by the International Oversight Committee (IOC).

Works with Director to administer institutional insurance policies, including review and processing of claims, maintaining insurance-related databases, advising University departments regarding purchasing additional insurance coverages as needed, and processing insurance premium payments.

Provides direct oversight of risk assessment and risk management program development. Reviews and coordinates tort claims with legal counsel and University administration.

Develops and implements short and long-term operational objectives, in conjunction with the Director; reviews documentation relating to needs specific to assigned area(s).

Oversees the open records process for requests subject to the Texas Public Information Act (TPIA) and coordinates responses to these requests in compliance with the Texas Government Code. Works with legal counsel as needed.

Works with the Director to advise and assist University departments, students, faculty, and staff regarding area(s) of responsibilities;
Assist in developing and providing training, policies, guidelines, and processes. Acts as liaison between department and internal or external customers.

Coordinates, compiles and submits campus-wide project requests and reports as required by management, state and local agencies. Ensures compliance of policies and procedures; advises University personnel regarding the development and implementation of regulatory strategy, potential areas of regulatory concern, and new government/regulatory developments.

Participates in committees, professional trainings, industry conferences, and conventions.

Implements directives corresponding to division and department outlining policy, program, or operational changes.

Understands department’s role in accomplishing the University’s mission.

Ability to maintain confidentiality and work collaboratively with others.

Knowledge of all Microsoft Office software and able to learn and use institutional software systems.

Complies with all State and University policies.
