Job Title
Oversee, coordinate and manage the daily operations for the skilled and complex tasks related to the collection of parking meter revenue, data management, installation, programming, maintenance, diagnostics, and repair of computer-based electronic parking meters.
RequirementsEducation and Experience: Bachelor's degree or higher in business or public administration, Liberal Arts or General Studies or higher, and two (2) years of para-professional operations, administrative or customer relations experience associated with transportation, industrial, utilities, commercial facilities management, or security and one (1) year of supervisory experience. Must pass a rigid background check.
Licenses and Certificates: Valid Class "C" Driver's License or equivalent from another state.
Typical DutiesPlan, organize, supervise and provide leadership for the day-to-day operations related to the field installation, removal, maintenance and repair of all on-street parking meters and revenue collections and inventories. Involves:
Establish work priorities, assign tasks and monitor work progress. Inspect damaged, malfunctioning or vandalized parking meters. Report damaged meters to appropriate department, including Police Department, to aide in investigating vandalism, tampering and unlawful use of parking meters. Order supplies, materials and equipment to ensure efficient day-to-day operations. Maintain cleanliness of shop, work areas and assigned section vehicles. Implement and enforce safe work practices and procedures.
Maintain records of all hooding of meters. Prepare obsolete meters, related equipment and parts for transfer and proper disposal. Coordinate and monitor the removal of and/or temporary decommission of parking meters for construction projects, special events and requests in order to assess appropriate service fees incurred. Audit all maintenance and collections work completed.
Oversee the collection of parking meter revenues, establish collection routes and schedules, reconcile daily receipts, make deposits, prepare daily and periodic reports. Involves:
Monitor budget expenditures, requisition and maintain an electronic inventory of parts for meter maintenance and repairs. Provide information on functionality and operation of parking meters to Municipal Court Hearing Officers in regards to disputed citations. Conduct regular audits to ensure that new meter locations are updated through Global Positioning System (GPS) coordinates and entered into a parking system database. Conduct random 10% audit of revenues collected to meet audit standards by patrolling or walking routes as necessary.
Maintain electronic records of service calls and inventory control of parts. Manage and reconcile revenue collections, assist in researching credit card transactions to identify incorrect charges and resolve discrepancies.
Respond to inquiries and complaints from public officials, other departments or the general public. Involves:
Provide accurate information to inquiries, respond to and resolve complaints. Investigate and recommend new locations for additional meters or requests for removal of meters. Coordinate programming and re-programming of parking meters' hourly rate and time limits to meet the needs of the public and business community. Attend meetings as required to include construction meetings, Downtown Management District Board meetings, Central Business Association, El Paso Live and El Paso Chihuahuas Baseball Team, and other public and business groups when appropriate.
Perform related duties as required. Involves:
Perform duties of immediate supervisor or maintenance personnel as necessary to ensure continuity of operations during absences. Advise supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results and recommend appropriate solutions or options. Maintain accurate records and prepare periodic internal or external reports including summaries of meter revenue collected and deposited.
Perform field surveys of meter locations to project and report revenues. Develop and implement processes and procedures by continuous evaluation of the parking meter program. Promote the observation of safe work practices at all times. Prepare comprehensive reports by compiling, reviewing, and analyzing data. Assist other supervisory personnel with implementing new assignments and special projects. Monitor meter connectivity to networks and assist with the programming of meters.
Assist in the development of budget for section. Perform analysis work in developing, interpreting, revising and reporting municipal parking system utilization and financial data. Develop reports pertaining to parking utilization, financial auditing and equipment performance. Develop and assist with all training related to dismantling, repairing, reassembly and preventative maintenance of parking meters.
