High School Diploma, GED or higher and seven (7) years of experience in either water or wastewater treatment plant operations and maintenance, including three (3) years in a supervisory role at the level of assistant plant superintendent.

Valid Texas Class “C” Driver’s License or equivalent from another state by the date of appointment.

Special Requirements:
If assigned to a Water Plant, must hold a Class "A" Water Certificate of Competency issued by the Texas Commission on Environmental Quality (TCEQ) by the time of application. If assigned to a Wastewater Plant, must hold a Class "A" Wastewater Certificate of Competency issued by the Texas Commission on Environmental Quality (TCEQ) by the time of application.

General Purpose

Under direction, direct and oversee the operations, maintenance, compliance, budgeting, and personnel management of water production, distribution, and water or wastewater treatment systems to ensure efficiency, regulatory adherence, service reliability, and protection of public health and the environment.

Typical Duties

Coordinate and manage the daily and long-term operations and maintenance of water production, distribution, or wastewater treatment facilities. Involves:
Monitoring water or wastewater systems to ensure compliance with all applicable federal, state, and local regulations. Oversee production processes, including well operations, booster stations, chlorination systems, reservoirs, and wastewater treatment stages. Analyze operational data, lab results, and system performance to evaluate the effectiveness of treatment and distribution. Recommend and implement operational improvements to enhance efficiency, capacity, and compliance. Coordinate with engineers and contractors on upgrades, emergency responses, and special projects.

Direct SCADA personnel and ensure reliable telemetry systems are maintained.

Administer budgetary and procurement functions. Involves:
Prepare and manage annual budgets for operations, maintenance, and capital improvements. Forecast staffing, equipment, and material needs. Monitor expenditures to ensure adherence to procurement policies and cost control objectives. Develop and review specifications for the purchase and installation of equipment, pumps, motors, chemicals, and related supplies. Track inventory usage and ensure availability of critical parts, materials, and safety equipment.

Supervise assigned personnel. Involves:
Schedule, assign, and review operational and procedural activities. Prioritize, adjust, and coordinate plant activities to meet unforeseen scheduling changes or emergencies. Instruct, guide, and check work. Appraise employee performance and review evaluations by subordinates. Provide training and development. Review and enforce occupational health and safety rules and regulations. Issue safety equipment. Enforce personnel rules, regulations, and work standards. Counsel, motivate, and maintain harmony.

Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
