Acceptable Experience And EducationBachelor’s degree in Criminal Justice, Psychology, or a related field from an accredited university or college; and at least five (5) years of directly related, increasingly responsible executive experience in the criminal justice system, including at least two (2) years of management or supervisory level experience.
Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates And Licenses RequiredMust be certified by the National Association of Pretrial Service Agencies (NAPSA) within twelve months of hire.
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.
Must be able to obtain TLETS certification from the Department of Public Safety.
If TCOLE certified, must be in good standing and up-to-date on qualifications to carry.
In order to access the County's network and systems, a personal mobile smart device is required by the hire start date.
Typical Duties Essential DutiesProvides oversight and evaluation of criminal justice activities within the department.
Assists the Criminal Justice Director in strategizing, organizing, reviewing, designing, and evaluating the overall operations and development of the department's administration.
Assists the Criminal Justice Director in ensuring that policies and procedures are in place supporting the department and county mission and vision; interprets plans, specifications, standards, policies, procedures, and regulatory statutes and codes.
Performs high-level duties as assigned by the Criminal Justice Director or designee including oversight of administrative personnel and department operations.
Under the oversight of the Criminal Justice Director or designee, delegates authority and responsibility, and schedules program work on a long-term basis; establishes standards and priorities and ensures they are maintained by others.
Assists the Criminal Justice Director or designee in the selection of new employees, employee transfer/promotion, discipline, termination, performance evaluations, and personnel actions. Motivates department staff and provides or coordinates training and works with employees to correct deficiencies.
Assists the Criminal Justice Director or designee in monitoring and overseeing department operations to assure that services delivered are in compliance with contract provisions, applicable laws rules, and regulations established by federal, state, and local laws and by applicable standards established by Commissioners Court and the department.
Maintains familiarity with State Jail Standards, Indigent Defense statutes and regulations, criminal statutes related to bail, conditions of release and supervision, and national best practices.
Ensures all work is performed in accordance with laws and department policies and procedures.
Provides support to the Criminal Justice Director and Data Analyst to ensure quality and fidelity in the collection and preparation of statistical data for the department; compiles and prepares monthly and annual report summarizing departmental activity for all programs and processes.
Responds to, analyzes, and resolves difficult inquiries, grievances, or complaints.
Assures that all Criminal Justice Coordination employees follow the established policies and procedures, and consistently act in a professional and ethical manner according to established policies and expectations; and participates in policy development for the department.
