Community Outreach Coordinator

Acceptable Experience and Education

Bachelor's degree in social work, behavior science, human services or related degree, a minimum of one (1) year of experience in program development, community outreach, or volunteer coordination, with two (2) years' experience working with low-income population or relevant experience, and with (1) year of lead level experience.

Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required

Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Essential Duties

Interviews individuals and collects information from collateral sources to determine eligibility; completes interview forms and documents; enter information into the county databases, certifies client eligibility for services; makes appropriate referrals; completes all necessary paperwork, interviews and forwards them for consideration and implementation; markets and conducts outreach of activities, plans and coordinates events, builds relationships within the community, and leads community volunteers.

Creates an annual outreach plan;

Develops a plan to recruit, train, and utilize volunteers;

Performs forgivable loan closing, notarize required documents and record the required documents;

Acts as the primary grant program information, referral, and assistance provider;

Prepares and implements housing counseling activities;

Collaborates with not-profit and for-profit organizations in targeted communities;

Monitors loans and forgivable loan/grant projects to ensure compliance;

Conducts marketing/outreach strategies and assists with the preparation and distribution of program information, flyers and program marketing material;

Assists in organizing community meetings on-site and off-site;

Connects individuals/families to community resources including but not limited to: migrant services, homeless services, re-entry services, legal assistance, medical, mental health, chemical dependency, employment and training programs, food shelves, public assistance, SSI and SSDI, childcare, transportation, housing programs, and any other available community resources;

Coordinates and evaluates assigned program services or area services; funding source and completes work plans as required; participates in developing and revising outreach/marketing plans and long-term planning strategies and work-based learning strategies;

Reports on the development of outreach activities to track and assess progress and address deficiencies as they occur;

Provides information and referral; occupational counseling, short-term case work and case management services which may include client need assessments, planning, advocacy and follow-up; arranges client-confirmation services; participates directly in program activities/services, as needed; monitors client documents client needs, progress and success; identifies and maintains contact with community services providers to inform clients of benefits, programs and services.

Makes referrals;

Is responsible for collection and compilation of necessary data and information for program reports, evaluation and reporting to funders;

Supports, trainings and supervises volunteers; provides training and ongoing professional development opportunities for volunteers;

Ensures proper recording of various data points, outcomes and metrics;

Engages volunteers in reflective dialogue and promotes learning opportunities; promotes the food shelf programs throughout the communities;

Participates in the education of the community, volunteers, service providers, and other interested parties with respect to client services and programs;

Holds focus groups to identify barriers in assessing local services;

Promotes services throughout the community by establishing relationships with local schools, service providers, community groups, churches, senior programs, youth programs and others;

Schedules outreach presentations in the community and communicates with program staff regarding coverage and responsibilities;

Develops presentation outlines;

Develops outreach material and outlines;

Maintains relationships with collaborative partners and cultivate new ones;

Assists in the coordination of special events and activities including health fairs, food baskets and donor/partner/volunteer appreciation activities;

Completes indigence forms to determine eligibility;

Coordinates with other departments or agencies to assure that assessment is successfully completed and any documentation properly managed;

Analyzes records; completes missing data; merges records and links to cases as necessary for accurate assessment;

Accesses, analyzes, and utilizes information in State and Federal records utilizing various types of programs utilized for problem resolution;
