Position: JUVENILE PROBATION DEPARTMENT - SOFTWARE DEVELOPER (GRANT-FUNDED)

Software Developer

This position is grant-funded.

The Software Developer under direct supervision will be assigned job duties designed to assist in the efficient operation of the Information Systems & Records unit. The incumbents' duties include, but are not limited to design, develop, document, analyze, create, and modify computer systems, databases, and processes, identification of and supporting on the troubleshooting of information systems, communication problems, and computers and peripheral equipment, and assists with database management, process analysis, and generating reports.

Minimum qualifications include a Bachelor's Degree in Computer Science or proven work experience on software development related topics, with two (2) years' experience in software development using Visual Studio C# (technologies:
Windows Presentation Foundation (WPF), Windows applications, ASP.NET, JavaScript, Crystal Reports), with one (1) year of experience using Structured Query Language (SQL) commands to create, alter, and delete database objects. Or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.

Must have or obtain by date of hire a personal mobile smart device capable of using multi-factor authentication to verify one's identity when accessing the County's network and systems. May require or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Possess and maintain recognized current certification or complete specialized training to ensure up-to-date knowledge of job-related skills and technology.

Knowledge of work experience on designing and developing complex software applications; application software development are required; computer software and hardware operations; standard software applications; computer peripherals; the principles and practices of effective customer service;
Programming languages and frameworks such as Windows Presentation Foundation (WPF), ASP NET, C#, Crystal Reports;
Microsoft SQL Server Management Studio (Tables, Views, Stored Procedures, Functions, user's configuration);
Model View Controller (MVC) Development;
Web Design (CSS, HTML, JQuery, Bootstrap, ASP.NET, Blazor, Razor Pages); application Programming Interfaces (API); code review processes;
Visual Studio;
Azure;
English usage, grammar, punctuation and spelling; techniques for effective interpersonal communications; modern office procedures, methods and computer equipment to include Windows and Microsoft based products.

Skill/Ability to come up to speed on new applications and technology in a very short amount of time; be detail oriented, with strong analytical skills and problem solving skills; be able to plan and execute work both independently and as a team member; display an ability to prioritize and manage several tasks at once; display a high degree of self-motivation; identify, troubleshoot, research and provide solutions to hardware and software problems;

communicate technical issues and solutions to a non-technical audience complete projects on time and within budget; operate personal computer using standard office operating software and general office equipment; prepare and maintain records, maintain filing systems, compile and organize information; demonstrate emotional intelligence in day-to-day work, decision making, and problem solving; communicate effectively both orally and in writing; promote program activities;

make mathematical computations; prepare clear, written and electronic reports, and staff studies; and establish and maintain cooperative and effective relationships with those contacted during the course of work; pass a Criminal Background Check.

Essential duties include:
Is responsible for the application of systems analysis techniques and procedures, including consulting with users to determine hardware, software or system functional specifications;
Designs, develops, documents, analyzes, creates, tests or makes modifications of computer systems, databases, or programs, including prototypes, based on and related to user or system design specifications;
Assists JPD and other departments such as County Attorney's office, public defender's office, District Clerks, and Law Enforcement, providing technical support related to the applications or systems developed at JPD;
