Special Test Equipment Project Engineer
Location: El Segundo, California
The Boeing Company is seeking a Special Test Equipment Project Engineer to join the Boeing Test & Evaluation (BT&E) Special Test Equipment (STE) team. The Project Engineer leads design and delivery of test hardware, software, and systems to meet program test requirements, serves as the focal point for STE resources, drives anomaly resolution during STE operations, and oversees integration of recurring and non‑recurring engineering into test system designs.
Responsibilities- Cross‑functional coordination within BT&E and collaboration with Space Mission Systems stakeholders to ensure STE development and mission‑critical test support
- Schedule development and execution through metrics and reporting
- Management of Risks, Issues, and Opportunities (RIO)
- Lead the development of standard test methods and processes; apply advanced test technologies to improve test methods
- Cost estimating; prepare ROM proposals and present to internal management and external customers
- Utilize project management best practices to standardize workflows and build the team’s project management capabilities
- Review critical procedures to identify potential problems and resolve issues
- Oversee integration of new design and manufacturing techniques into test hardware/system designs
- Analyze processes for potential improvements and recommend changes
- Develop standard policies for post‑test activity
- Work with enterprise test and engineering groups to standardize evaluation techniques
- Set expectations for test data for new or unique tests
- Lead change initiatives with stakeholder impact assessments, communication plans, adoption tracking, and outcomes
- Establish and maintain project baselines for scope, schedule, cost, and KPIs; document assumptions and approvals; manage changes with variance analysis and leadership reporting
- Facilitate lessons‑learned sessions, produce actionable reports, and track improvement implementation
- This position requires the ability to obtain a U.S. Security Clearance; U.S. Citizenship is required (interim/final Top Secret after start)
- Ability to obtain program access; U.S. Citizenship only
- Bachelor of Science in Engineering, Engineering Technology, Computer Science, Data Science, Mathematics, Physics, Chemistry or related field
- 3+ years of experience in Program Management including cost, schedule, and technical environment
- 3+ years of experience leading cross‑functional teams and stakeholder management
- Experience with data analytics platforms, reporting tools, data visualization, SQL, Tableau, Python, Excel, or equivalent
- 10+ years of experience with MS Office Suite (Word, Excel, MS Project)
- Strong verbal and written communication skills with ability to brief and collaborate with management, program offices, and military personnel
- Experience leading people and large teams; ability to guide, motivate and develop team members
- Experience performing quantitative and qualitative analyses, problem‑solving, and independent decision‑making
- Level 5: 10+ years of related work experience or equivalent combination of education and experience
- Project Management Professional (PMP) or equivalent certification
- 5+ years of project management experience, including oversight of test or engineering teams
- Knowledge of test processes and methodologies (functional, integration, system, regression, acceptance testing)
- Experience managing software development projects, including coordination with development teams, release planning, and software delivery/deployment oversight
- Experience developing special test equipment or custom instrumentation for complex tests
