Overview We are seeking a highly skilled professional with excellent analytical and communication skills to execute the duties of a senior budget analyst supporting the Chief Financial Officer organization for Assured Access to Space. Responsibilities
* Develop, integrate, and analyze budget information through all phases of the Planning, Programming, Budgeting, and Execution process for the Assured Access to Space portfolio
* Provide budget expertise and research to support POM development, Budget Execution Reviews, and other financial management and execution reviews
* Prepare response strategies to avoid potential budget cuts; may require revisions to budget allocations and reprogramming actions
* Expert analysis and reconciliation of current, prior, and cancelling year budgets
* Advise senior leadership of budget propriety, new start implications and compliance with other legal and DoW regulatory guidance Skills Required
* A minimum nine (9) years of Department of War (DoW) Acquisition Financial Management and/or Budget Analysis experience to include a minimum of five (5) years working in a space program environment
* Launch and Range acquisition and execution experience is highly desirable
* Familiarity with DTM 09-025 Space Systems Acquisition Policy (SSAP), DoD Instruction 5000.02, the DoD FMR and applicable Air Force & Space Force Instructions
* Extensive knowledge of the DoW acquisition process, budget planning, formulation, programming, execution, justification documentation/reporting, program documentation development (e.g. Program Management Directive, Program Management Plan, acquisition plans, and requests for proposals) and program reporting (e.g. Monthly Acquisition Report, Selected Acquisition Report, Defense Acquisition Executive Summary)
* Experience with the following tools and systems: FM-Suite, CCaR, Wide Area Workflow, my Invoice, GAFS, MOCAS, PMRT, IDECS, CRIS, PIEE, DEAMS, ADVANA, Power
BI, and Excel
* Familiarity with the National Intelligence Community budget cycle is a plus
* Minimum Secret Clearance is required
* U.S. citizenship is required
* Salary Range: $90,000 - $120,000/year, DOE Education Bachelor's degree required, preferably in math, engineering, business, or the sciences.
