Tech7 is seeking a Cost Price Analyst to join our team.
The Cost/Price Analyst supports the development, analysis, and submission of cost and price proposals for U.S. Department of Defense and other federal government customers. This position works closely with capture, proposal, contracts, finance, accounting, human resources, program management, and technical teams to develop compliant, accurate, competitive, and well-supported pricing solutions.
The successful candidate will have experience interpreting government solicitations, developing pricing models, preparing cost volumes, and supporting fact-finding, audits, and negotiations. The position may be filled at the mid or senior level based on the candidate’s experience and demonstrated ability to independently lead complex pricing efforts.
The position may be performed onsite, remotely, or in a hybrid arrangement based on company and customer requirements in the Colorado Springs or Los Angeles area preferred.
Key Responsibilities
- Review Requests for Proposals, Requests for Quotations, task order solicitations, and other government procurement documents to identify pricing requirements, assumptions, evaluation criteria, and submission instructions.
- Develop detailed cost and price models for competitive and sole-source proposals, including labor, materials, subcontracts, consultants, travel, other direct costs, indirect costs, escalation, fee, and applicable taxes.
- Prepare pricing for cost-reimbursement, time-and-materials, labor-hour, fixed-price, and hybrid contract types.
- Develop labor rates using company compensation data, market salary surveys, geographic factors, security-clearance requirements, escalation assumptions, and applicable wage determinations.
- Apply company-approved indirect rates and other estimating assumptions.
- Prepare compliant cost and pricing narratives, basis-of-estimate documentation, pricing summaries, and supporting schedules.
- Coordinate with technical and program personnel to validate staffing plans, labor mixes, hours, materials, travel, subcontractor requirements, and other estimating inputs.
- Evaluate proposal pricing for mathematical accuracy, internal consistency, regulatory compliance, reasonableness, and alignment with the technical solution.
- Support subcontractor and vendor pricing analysis, including proposal evaluation, price comparisons, cost analysis, and documentation of fair and reasonable pricing.
- Conduct competitive pricing analysis, scenario modeling, sensitivity analysis, and price-to-win assessments.
- Support proposal reviews, pricing strategy discussions, management briefings, and approval processes.
- Respond to government evaluation notices, clarification requests, fact-finding questions, audit inquiries, and requests for additional cost or pricing support.
- Assist with Truthful Cost or Pricing Data submissions, certificates of current cost or pricing data, and related disclosure requirements when applicable.
- Maintain organized and auditable pricing files, assumptions, source documentation, approvals, and proposal records.
- Support post-award activities, including rate updates, contract modifications, requests for equitable adjustment, and pricing of additional work.
- Monitor changes to the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and other requirements affecting government contracting and pricing.
- Develop and improve estimating policies, pricing templates, proposal procedures, and internal controls.
