Role Overview

Senior Manager, Classified Networking Operations (M5) – Network Operations Section Manager within Raytheon Digital Technology. This onsite position is based in El Segundo, California, and requires an active U.S. Top Secret security clearance and U.S. citizenship. The role reports to the Network Operations Lead and manages a regional team of over 20 networking professionals, including individual contributors located in California, Colorado, and Indiana.

You Will Do

The Senior Manager provides operational and delivery leadership for secure, reliable, scalable, and supportable network services.

Key responsibilities include:

  • Developing team capabilities, setting performance expectations, and ensuring delivery on operational commitments and customer needs.
  • Visionary strategic planning, operational metrics development, and long‑term budget and technical debt management.
  • Supporting daily operations and contributing to solution catalog development.
  • Leading cross‑functional stakeholder relationships with program leaders, customers, cybersecurity, infrastructure, engineering, and other stakeholders.
  • Ensuring continuous improvement through incident, problem, change, configuration, vulnerability, inventory, capacity, and lifecycle management.
Leadership Skills
  • Employee & Organization Development – Build trust, set expectations, coach, and develop a high‑performing team through cross‑training and intentional planning.
  • Execution & Delivery – Translate priorities into actionable plans, manage multiple commitments, and maintain visibility to progress.
  • Strategy & Roadmap Management – Connect day‑to‑day operations to broader organizational priorities and shape the networking roadmap.
  • Stakeholder Management – Influence and build relationships with program leaders, customers, and cross‑functional teams.
  • Operational Leadership & Continuous Improvement – Establish disciplined practices and use data to reduce recurring issues and improve service quality.
  • Technical Acumen – Guide technical direction, evaluate risks, and make informed decisions in partnership with subject‑matter experts.
Qualifications
  • University or advanced degree with minimum 10 years of relevant experience, or 7 years with an advanced degree.
  • Advanced certification (Course 8140) in Network Operations Specialist (e.g., CCNP Security, CASP+) or IT Investment/Portfolio Manager (e.g., CISSP).
  • Experience with classified networking concepts, routing and switching, network monitoring, incident, change, configuration, vulnerability, inventory, and lifecycle management.
  • Leading technical teams through organizational change, shifting priorities, and resource constraints.
  • Managing complex technical projects, modernizations, workload, and talent development.
  • Workforce and resource planning.
  • Active, transferable U.S. Top Secret security clearance required; U.S. citizenship mandated.
Preferred Qualifications
  • Managed network teams in classified environments.
  • Strong customer service and communication skills.
  • IT project management experience and PMP certification.
  • Experience with Industry 4.0 technologies, NIST, STIG compliance, and network refresh activities.
  • Facilities within Digital Technology or IT organizations.
  • Cloud‑based environments, network management tools, business continuity, and disaster recovery operations.
  • Knowledge of DFARS, CMMC, RMF, DAAPM, and JSIG security requirements.
  • Cybersecurity hardening, compliance, process controls, and risk management.
  • Strong cross‑level relationship building, prioritization, and leadership.
Compensation & Benefits

Salary range: USD
145,600 – 276,800 (approximate). Eligible for benefits such as medical, dental, vision, life insurance, 401(k) match, flexible spending accounts, paid time off, holiday pay, employee assistance program, parent leave, and incentive compensation programs. Recruitment stipend may be offered at the discretion of the business unit. Relocation assistance available per company policy.
