Northrop Grumman Aeronautics Systems has an opening for a Manager of Supply Chain Programs 2 to join our team of qualified, diverse individuals in the GSC Program Management organization. This leadership position will be located onsite in San Diego, El Segundo or Palmdale, California. This is a 100% on-site, in program space position, with no opportunity for telework This position reports to the Global Supply Chain Program Management Director under the Air Dominance Division for the Aeronautics Systems Sector.

The Manager will serve as the primary focal point with Responsibility Accountability and Action (RAA) to the Operating Unit (OU) Program Management Director. The candidate will be responsible for developing and executing GSC strategies to support the program, with focus on achieving affordability, operational efficiency, safety and first-time quality targets. Candidate is responsible for activities and knowledge within multiple disciplines across the Supply Chain organization.

Exhibits end-to-end supply chain competency as well as supply chain business acumen. This role is part of the GSC Program Management team and will be challenged to resolve issues and implement solutions, in a quick fast-paced environment - including process improvements, tools, metrics, data integration, and coordination and collaboration with key GSC and program stakeholders.

Key Responsibilities:

* Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs.

* Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.

* Leads supply chain Program execution, is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.

* Will oversee all aspects of Supply Chain for the Operating Unit, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations.

* Control Account Manager (CAM) responsibility for labor and non-labor, including variance analyses and work package management execution utilizing Earned Value Management (EVM) techniques

* Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
