Overview
Exempt; full-time; 40 hours per week; 8:30am-4:30pm; full-benefits
This professional position is responsible for managing the administrative and financial operations of the Division of Emergency Management (DEM). Oversees the development and submission of division and department budgets; oversees division and department expenditures, procurement, and travel; establishes a performance-based management system and quality improvement process for Division budget tracking, grants, and procurement; develops division-wide standard operating procedures; provides grant oversight and assistance to departments as needed;
oversees the Division and Departments human resources processes; participates in strategic planning for the division; and supervises administrative staff.
NOTE:
The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

Responsibilities- Supervision of Grants Administrator, Fiscal Administrator, and Administrative Support Supervisor
- Maintain the DEM Strategic Plan and Annual Report
- Inventory/Asset Management
- 911 Board Disbursement Coordination
- Responsible for developing grant, budget, finance, and administrative direction and goals
- Maintains budget and accounting for three distinct budgets (10 Fund, Grants, and 911 Board Funding)
- Ensures the Division’s budget aligns with the Director, CAO, and CE’s priorities. Is responsible for developing and championing the Division's Strategic Plan
- Responsible for budget formulation and tracking for the entire Division, including grant funds, 911 board funds, and 10 funds
- Oversees the identification and pursuit of grant funding opportunities for the Division of Emergency Management and the Division of Fire and Rescue Services
- Develop Division-wide policy in the areas of Human Resources, Timekeeping, Procurement, Travel, and other relevant administrative matters
