Manager of Procurement and Purchasing Compliance

The Scion Group is seeking an experienced and strategic Manager of Procurement and Purchasing Compliance to assist with the development of purchasing compliance standards across Scion’s portfolio of resident communities. This individual will participate in the development, implementation, and enforcement of procurement compliance programs to ensure alignment with Scion’s policies, contractual obligations, and applicable legal and ethical standards. As procurement activities increasingly impact cost control, risk exposure, service quality and consistency, this role is vital to maintaining the integrity and performance of the Strategic Sourcing and Procurement function.

It is a highly cross‑functional role that works closely with Scion’s Procurement, Operations, Capital, and Legal teams, as well as directly with suppliers to operationalize compliance frameworks, standardize purchasing behavior, and track results through advanced analytics tools in the Coupa P2P platform.

Purchase Compliance
  • Refine and maintain corporate procurement and purchasing compliance policies and frameworks.
  • Develop and implement internal controls that govern PO issuance, contract approval workflows, and vendor engagement.
  • Build and manage compliance dashboards using Coupa Advanced Analytics.
  • Monitor managed vs. unmanaged spend to ensure policy adherence and highlight areas for improvement.
  • Serve as the primary point of contact for procurement compliance across business units.
  • Collaborate with community managers to monitor compliance performance and provide coaching or corrective action when necessary.
Vendor Compliance
  • Develop category‑specific SLAs and KPIs to drive consistency, quality and value from Scion’s product and service providers.
  • Standardize new and existing vendor evaluation procedures, ensuring consistency with the “Scion Standard.”
  • Oversee recurring contract calendar management and ensure timely renewals and supplier contract terminations as necessary.

Qualifications
  • A minimum of 10 years of experience in procurement, purchasing compliance, or strategic sourcing.
  • A minimum of 5 years of experience with procurement platforms (e.g., Coupa, SAP Ariba, Oracle).
  • A minimum of 5 years of experience with MS Excel or equivalent.
  • Deep understanding of procurement compliance best practices, KPI tracking, and risk management strategies.
  • Proven success leading cross‑functional initiatives and compliance rollouts across large or multi‑site organizations.
  • Excellent leadership, communication, and interpersonal skills.
  • Strong analytical and problem‑solving abilities.
  • Job location is based at Scion’s Chicago corporate headquarters.
  • Working hours consist of standard daytime business hours.

The base salary range for this full‑time position is base + bonus + benefits. Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.

$115,000 - $130,000 USD
