Engineering Review Specialist
HLR, headquartered in Elgin, IL, is looking to hire a full-time Engineering Review Specialist.

- Review engineering plans and permit materials for conformance with regulations, ordinances, and standard engineering practices.
- Analyze publicly available data and maps to understand regulatory requirements.
- Provide review comments to plans, bid documents, reports, or studies as markups or written comments.
- Meet or coordinate with clients remotely, in an office, or on construction sites regarding review comments, project needs, and submittal timelines.
- Meet with developers remotely, in an office, or on construction sites to resolve comments and regulatory requirements.
- Organize work and set priorities to meet project deadlines.
- Coordinate with department heads, project managers or other review specialists to meet project deadlines and objectives.
- Assist in‑house design and construction staff with internal improvements.
- Assist department heads and project managers with development of review scopes of work, schedules, and budgets.
- Understand and follow safety guidelines.
- Professional Engineer (PE) license in Illinois or equivalent experience.
- Bachelor’s Degree in Civil Engineering from an accredited college or university.
- Valid driver’s license with a good driving record.
- Certified Floodplain Manager (CFM) certification preferred.
- Independent and self‑motivated.
- 5+ years of progressively more challenging assignments.
- Experience on IDOT/ISTHA projects or equivalent.
- Experience reading and interpreting municipal, county, and state ordinances.
- Excellent written and verbal communication skills.
- Proficient in Micro Station.
- Ability to work in extreme weather conditions for extended periods.
- Ability to sit, walk, reach, crouch, bend, and walk or stand on uneven surfaces for extended periods.
- Ability to lift and carry a minimum of 30 lbs.
- Constant hand, finger, and arm use.
- Constant computer screen exposure.
- Prolonged reading.
