The Illinois Board of Higher Education is seeking a Managing Director of Policy, Research & Fiscal Analysis to lead the agency's work in establishing a statewide higher education policy agenda aligned with the strategic plan A Thriving Illinois. The role serves as a member of the Senior Leadership team, oversees multiple agency divisions including Policy, Higher Education Finance Policy, and Research, Analytics, and Data, and acts as chief policy advisor to the Executive Director.
The position requires developing and executing research agendas, guiding fiscal policy development, managing professional staff, and providing analysis to the Board, Governor's Office, and Legislature.
- Master's degree in public policy, public administration, or related field from an accredited institution
- 10+ years of experience with public policy research, development and advocacy, including work in or with local, state, or federal government policy environments
- 5+ years of supervision of professional staff
- Knowledge of major higher education policy, programs, and innovations
- Strong analytical and communication skills with ability to synthesize data and present to diverse audiences
- Demonstrated commitment to advancing equity for underrepresented students in higher education
