Summary:

The Sr. Director, IT Portfolio Leader - Health Systems and Government Services position directs operating plans for a portfolio of technical products, platforms, and capabilities by aligning priorities, sequencing investments, and translating enterprise objectives into actionable portfolio roadmaps. This key role leads teams of product leaders to establish portfolio decision frameworks, operating standards, and governance across interconnected product initiatives. This leader resolves highly complex and ambiguous portfolio challenges by evaluating strategic, technical, financial, and delivery considerations to determine enterprise-ready solutions and tradeoffs.

Influences senior business and technology leaders on portfolio scope, funding, risk posture, and investment allocation to optimize value delivery, reduce duplication, and maintain strategic alignment.

Responsibilities:
  • Owns the strategic direction, governance, and execution of the HGS(Health Systems and Government Services) technology investment portfolio
  • Owns portfolio plans for technical products, platforms, and capabilities by aligning roadmaps, investment priorities, and delivery horizons to enterprise objectives and customer commitments.
  • Serves as the senior technology partner to HGS business leadership, acting as the primary IT advisor to leaders across Field Sales, Account Management, Inside Sales, Government Services, APS, and Digital Innovation, ensuring technology investments directly support business strategy and market objectives.
  • Leads end-to-end portfolio management, including investment planning, capital allocation, budgeting, prioritization, forecasting, and delivery governance, ensuring optimal return on investment and alignment with enterprise priorities.
  • Translates enterprise growth objectives into multi-year technology roadmaps, directing the evolution of critical commercial platforms, digital capabilities, and transformational initiatives that drive competitive advantage and business performance.
  • Provides executive oversight for complex, high-impact decisions involving strategic, financial, operational, and technology tradeoffs, balancing risk, speed, cost, and value realization across a diverse portfolio of initiatives.
  • Establishes and leads portfolio governance frameworks that drive transparency, accountability, and disciplined execution across interconnected programs, products, and strategic initiatives.
  • Leads product leaders in defining decision guardrails, clarifying accountability, and establishing consistent operating standards across interconnected initiatives.
  • Negotiates enterprise tradeoffs with senior business, technology, customer, and partner stakeholders to secure decisions on scope, funding, timing, and risk posture.
  • Directs portfolio investment decisions by evaluating value, risk, dependencies, and delivery feasibility to rebalance resources and discontinue lower-yield work when appropriate.
  • Communicates portfolio options, recommendations, and consequences to executive leaders using data and business context to guide prioritization and resolve cross-portfolio conflicts.
  • Establishes portfolio performance measures and outcome mechanisms to validate benefits realization and confirm measurable progress across domains.
  • Integrates regulatory, privacy, quality, and product integrity requirements into portfolio strategy, platform decisions, and operating model choices while shaping leadership continuity and talent plans across the portfolio.
  • Mentors Staff members to create future leaders.
  • 5% - 10% travel if needed
Qualifications:
  • Bachelor's degree in business administration, computer science, information systems, or a related field required, or equivalent experience required.
