Job Summary:
The Arbitrage Rebate Compliance Consultant will be responsible for ensuring that the Township’s issuance of bonds and debt obligations comply with federal arbitrage rebate requirements (as well as applicable State law), including calculating rebate liability, preparing documentation, reporting to federal/state authorities, advising on bond yield restriction, assisting in investment policy review, and providing compliance training to municipal finance staff. The consultant will work closely with the Township’s finance department, bond counsel and auditors to fulfil all compliance deadlines and safeguard against IRS non-compliance penalties.
- Bachelor’s degree (Master’s preferred) in finance, accounting, public administration or related field.
- At least five (5) years of experience providing arbitrage rebate compliance services for governmental issuers of municipal securities.
- Familiarity with federal tax law applicable to municipal bond issuers (including Section 148 of the Internal Revenue Code), yield calculations, rebate liability, record-keeping and audit requirements.
- Strong analytical, quantitative and reporting skills; ability to produce clear documentation and presentations to municipal boards and finance committees.
- Proven track record working with municipal clients, bond counsel and auditors; strong attention to deadlines and regulatory compliance.
Compensation: $55.00 per hour
