This is a highly responsible, salaried position involving technical accounting work in the maintenance of varied municipal accounts. Work involves responsibility for performing accounting duties in maintaining control and subsidiary accounts including fund and special assessment accounts, in preparing financial statements and reports, and in depositing and disbursing municipal funds. Work requires the application of accounting skills and considerable judgement and discretion.

The employee works under the general supervision of the Finance Director and City Treasurer; and work is reviewed through periodic reports, individual conferences, and independent audit of accounts. This is a newly created position with the intention of working and training with the City Treasurer and Finance Director. The position is intended to be promoted to City Treasurer upon her retirement mid-2027.

QUALIFICATIONS Minimum:

College graduate with degree in Accounting, Finance or related field

5+ years’ experience in financial management and operations

Preferred:

5+ years of accounting experience in a municipal government or related position.

Certified Public Accountant or other related accounting certifications.

KNOWLEDGE, SKILLS, & ABILITIES Knowledge of:
  • Laws and regulations governing municipal finance administration.
  • Accounting principles and practices and of their application to the municipal accounting system, including budgetary accounting.
  • Accounting to the maintenance of varied account and the preparation of finance statements and reports.
  • Principles and practices of modern office management and of the operation of office machines.
  • Municipal budget process.
Skilled In:
  • Establishing and maintaining effective working relationships with financial institutions, insurance agencies, local businesses and employees.
Ability to:
  • Communicate effectively in English both orally and writing.
  • Apply knowledge of accounting to the maintenance of varied accounts and preparation of finance statements and reports.
  • Operate modern office equipment through the utilization of hands and fingers.
  • Hear and communicate clearly in person and by telephone.
  • Visually review financial reports, forms and similar documents.
  • Physically capable of performing essential job functions to include physical demands and work environment of the position.
ESSENTIAL JOB FUNCTIONS
  • Maintain general and subsidiary accounts, balance funds and bank accounts, prepare balance sheets, bond schedules and other financial statements and reports.
  • Compile data and information in assisting in the preparation of annual appropriation estimates.
  • Prepare clear and concise financial reports for City departments, audit purposes and general requirements of the City.
  • Assist in handling grants and accounting for same.
  • Assist in budget preparation.
  • Disburse the funds of the city and sign checks and other documents as prescribed by
  • Participate in training for all positions in the Finance Department to be able to assist when staff members are unavailable.
  • Perform other duties as assigned.
  • Attend continuing education to remain current on GASB regulations, pronouncements and state changes related to Occupational Tax collection (paid for by the City).
