Manages the total regional transportation effort for consumers of all Communicare programs
QUALIFICATIONS:
Bachelors degree and two years of verifiable experience managing or coordinating vehicle fleets and/or transportation services. Must have at least one year of verifiable experience in supervision or management. Mechanical training/experience required with emphasis on motor vehicles and fork trucks desired. Must have a valid vehicle operators' license with no record of substance abuse related violations in the past three (3) years.
Must provide own transportation, have a valid Kentucky operators' license with no record of substance abuse related violations in the past three (3) years. Must pass DOT physical and have a clean motor vehicle record check. Proficiency in MS-Office software. Experience may substitute for education.

Frequent talking and hearing needed when communicating with consumers, family, guardian and staff. Manual dexterity required in assisting with ambulatory or helping into vehicle. Frequent exposure to adverse, inclement weather conditions. Possible exposure to blood borne pathogens and communicable diseases.
- 2. Manages daily operation of Communicare's transportation fleet, routes, and drivers.
- 3. Provides 24-hour 7 days per week on call transportation consultation.
- 4. Acts as liaison between Communicare and contracted transportation providers (i.e. TACK and associations).
- 5. Provides Medicaid regulatory eligibility assistance to all agency transportation providers.
- 6. Coordinates Medicaid issues with Central Kentucky Community Action Council.
- 7. Develops transportation policies and agreements for regional providers.
- 8. Writes reports for and correspondence to executive management.
- 9. Ensures that all providers adhere to a consumer pickup schedule, which is consistent with program start and stop times.
- 10. Manages the agency's and monitors contract providers' vehicle safety programs.
- 11. Maintains all vehicle service and transportation records.
- 12. Responsible for recognizing and correcting mechanical deficiencies and coordinates repairs with minimal down time.
- 13. Performs risk/hazard assessments associated with vehicle and industrial truck operation.
- 14. Conducts vehicle and industrial truck training; to include operation and servicing.
- 15. Ensures that all licenses, MVR records, First Aid and CPR certifications, and physical exams are current on all qualified Communicare drivers.
- 16. Conducts weekly screening of Medicaid trip tickets for billing accuracy.
- 17. Conducts accident investigations and generated accident/incident reports.
- 18. Monitors and coordinates consumer billing and collection for transportation services.
- 19. Monitors and codes vendor billing statements on a monthly basis.
- 20. Ensures applicable consumers are eligible for transportation trip tickets through the Bureau of Social Insurance.
- 21. Ensures quarterly inspections are conducted on contracted providers' vehicles.
- 22. Performs quarterly vehicle inspections on all agency vehicles.
- 23. Schedules annual D.O.T. inspections and maintenance services for all agency vehicles.
- 24. Develops and timely submits annual Section 5310 vehicle grant approval documentation.
- 25. Coordinates vehicle insurance updates/claims with the carrier.
- 26. Purchases agency vehicles and completes ownership transactions.
- 27. Transports consumers to and from services.
- 28. Participates in agency continuing quality improvement (CQI) activities.
- 29. Performs other duties as assigned.
- 1. Adheres to Communicare, Inc. policies and procedures.
- 2. Attends mandatory in-services and other training/educational programs as required.
