The City of Elk Grove is seeking an experienced Senior Civil Engineer to lead the Construction Management (CM) section within the Engineering Services Division of the Public Works Department. This division also includes Drainage Engineering and Public Works Permits sections. The role includes overseeing City staff, supervising consultants, managing contracts, and ensuring projects are delivered on schedule, within budget, and in accordance with City standards.
Responsibilities- Manage and coordinate CM staffing resources across multiple Capital Improvement Program projects.
- Supervise, mentor, and develop City staff, including an Associate Civil Engineer and a Public Works Inspector.
- Oversee consultant performance to ensure adherence to schedule, budget, and quality expectations.
- Develop and implement process improvements to enhance efficiency and effectiveness.
- Lead procurement efforts: scoping, RFQ/RFP development, consultant selection, and contract modification.
- Review and manage task orders, contract amendments, and construction documentation.
- Analyze and resolve complex construction issues in collaboration with consultants and stakeholders.
- Provide clear, timely communication to leadership through regular reporting and project updates.
- Manage public outreach efforts for high‑profile construction projects.
- Coordinate effectively with internal departments and external agencies.
- Work independently while exercising sound judgment and decision‑making.
- Strong technical and leadership skills in construction management, contract administration, and public infrastructure project delivery.
- Knowledge of construction management practices, public‑agency procurement processes, and applicable regulations.
- Experience supervising staff, managing consultant‑delivered services, and overseeing large, complex capital projects.
- Ability to conduct complex technical studies, prepare cost estimates, review change orders, and verify compliance with state and federal regulations.
- Excellent communication, negotiation, and problem‑solving skills.
Bachelor’s degree in civil engineering or a related field and five (5) years of increasingly responsible professional civil engineering experience.
Licenses and Certifications- Valid California driver’s license (waivable if disability prevention is demonstrated).
- Valid registration as a Civil Engineer issued by the State of California, or the ability to obtain such registration within one (1) year of appointment.
Work primarily in an office setting with occasional field visits. Duties require standing, walking, and light material handling up to 10–15 pounds. In field assignments, mobility on uneven surfaces is required. Employees should be able to use a computer, lift up to 10 pounds, or handle up to 15 pounds with proper equipment and assistance.
