POSITION PURPOSE
:
The Non-Public School Teacher of Record provides special education case management and instructional oversight for students with disabilities who are parentally placed in non-public schools located within the geographic boundaries of Concord Community Schools. This position serves as the Local Education Agency (LEA) representative responsible for ensuring compliance with IDEA, Article 7, and district procedures related to equitable services. The Teacher of Record collaborates with non-public school personnel, families, related service providers, and district staff to support eligible students while maintaining high standards of compliance and communication.

• Serve as the Teacher of Record for students receiving special education equitable services in non-public schools located within Concord Community Schools' district boundaries.
• Maintain compliance with all applicable federal, state, and local laws governing special education services provided to parentally placed private school students.
• Develop, review, and revise Individualized Education Programs (IEPs), Individualized Service Plans (ISPs), or other required documentation as appropriate under IDEA and Indiana Article 7.
• Schedule, facilitate, and participate in case conferences and service plan meetings with families, non-public school personnel, and district staff.
• Collaborate with related service providers to ensure services outlined in student service plans are delivered appropriately.
• Monitor student progress toward individualized goals and collect progress monitoring data.
• Provide consultation and instructional recommendations to non-public school staff regarding accommodations, modifications, and specialized instructional strategies.
• Serve as the district liaison between Concord Community Schools and assigned non-public schools.
• Coordinate evaluation and reevaluation activities in collaboration with school psychologists, speech-language pathologists, occupational therapists, physical therapists, and other multidisciplinary team members.
• Maintain accurate and timely documentation within the district's student information system and special education management software.
• Ensure procedural safeguards, prior written notices, parental consent requirements, and required documentation are completed within established timelines.
• Assist with Child Find activities and collaborate with district staff to identify students suspected of having disabilities.
• Participate in annual consultation activities with representatives of non-public schools regarding equitable services.
• Attend required district meetings, professional development activities, and case conferences.
• Communicate effectively with parents, guardians, non-public school personnel, district staff, and outside agencies.
• Maintain confidentiality of all student information in accordance with FERPA, IDEA, and district policies.
• Support the Director of Exceptional Learners with compliance monitoring, reporting requirements, and state data collection related to non-public school services.
• Create and maintain positive working relationships with all stakeholders while promoting collaborative problem-solving.
• Travel between non-public school locations as necessary to fulfill assigned responsibilities.
• Other duties as assigned.

• Valid Indiana Teaching License in Special Education appropriate for assigned students.
• Demonstrated knowledge of IDEA, Indiana Article 7, Section 504, FERPA, and regulations governing parentally placed private school students.
• Experience developing and implementing IEPs and service plans preferred.
• Strong organizational skills with demonstrated ability to manage multiple cases and timelines independently.
• Excellent written and verbal communication skills.
