Qualitative Research Consultant

The Asian Development Research Institute’s, Centre for Health Policy (CHP) is a research and development institute funded by the Bill & Melinda Gates Foundation to strengthen the health sector in Bihar with multi-dimensional and multi-disciplinary approach. Its aim is to engage in rigorous analysis of the health system and inform policy makers, to fine-tune interventions for even stronger outcomes. It aims to strengthen the larger technical and implementation work that is ongoing through several partners in Bihar for several years.

CHP primarily acts as a knowledge hub to support such ongoing work. It follows an inter-disciplinary approach, as health outcomes, depend on other development policies including education, urbanization, disaster risk reduction, gender equality and women’s empowerment, livelihoods, sustainable agriculture and the environment.

The Asian Development Research Institute (ADRI) was established and registered as a Society by a group of social scientists in 1991. It is a non-profit civil society organization, dedicated to social science research. The motivation for starting yet another institute in Patna was not merely to expand social science research, but to emphasize some dimensions of it which were thought to be critical but had received rather limited attention.

In 2015, India signed the Sustainable Development Goals (SDG (2030)) agenda, which is a set of 17 global goals set by UN. The SDGs cover social and economic development issues including poverty, hunger, health, education, climate change, gender equality, water, sanitation, energy, urbanization, environment and social justice. SDG (2030) Agenda has emphasized on the need to prioritize mental health and disability and has set targets to promote mental health and wellbeing.

The National Mental Health Policy (2014) and the National Mental Healthcare Act (2017) has provided a new impetus to the mental health ecosystem in India while laying down a new legislative framework based on a human-rights based approach.

Evidence suggests a dual burden of Infectious diseases and Non-communicable diseases in Bihar. The growing burden of Mental Neurological and Substance-use disorders at global, national (India) and local level (Bihar) has been highlighted by Surveys and other forms of evidence based research. This issue has been captured and stressed upon by the National Health Policy (2017) and the adolescent and youth age-group has been flagged as a crucial stage for intervention by the States.

In this context, the State Government of Bihar is required to fulfil its obligations and provide for a strong Public Mental Health System in Bihar. To address this issue, this project aims to develop an evidence-based road map for the State Government for system strengthening. For this a critical appraisal study providing the situational analysis of the current Public Mental Health System in the State and highlighting the systemic barriers faced by the mentally ill in accessing mental healthcare at public health facilities and systemic barriers faced by mental healthcare professionals in delivering mental healthcare at these facilities was undertaken.

Interviews with patients, caregivers, mental health professionals, government officials and informal providers was conducted to achieve the objectives of the project.

The Centre is seeking a qualitative researcher to analyse interviews using Computer Assisted/Aided Qualitative Data Analysis Software (CAQDAS). The work will contribute to the Centre’s activities on mental health, within the framework of a project on the Public Mental Health System Assessment in Bihar.
