This position is responsible for overseeing the day-to-day operations of the Environmental Health staff, including: planning, development, implementation and evaluation of countywide Environmental Health services under the guidance of the Health Officer. This lead coordinates assigned programs, ensuring that measurable outcomes are achieved. Under the guidance of the Health Officer, this position has responsibility for oversight and coordination of environmental health activities including water quality monitoring and laboratory direction, human health hazards, and childhood lead poisoning prevention.
SUPERVISION
- Support the orientation and onboarding of new staff and the ongoing training of existing staff.
- Assign, coordinate, and oversee staff work including reviewing, auditing, and providing feedback.
- Make recommendations for work schedules.
- Act as resource and content expert providing support and consultation on program needs and issues.
- Provide input on staff performance including performance improvement needs and plans.
- Provide input on policy and procedural guidance for staff.
- Prepare information and provide input on division budgets.
- Assist in the development and monitoring of contracts.

This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.
Act as lead over assigned areas, assisting with the development of objectives and ensuring that deliverables are met. Ensure that reports required to maintain environmental related funding are completed as required by the funding sources (i.e. grants, contracts, etc.). Provide reports timely to the Health Officer. Ensure Division compliance to contracts, policies, procedures and ordinances related to the county’s environmental health code and Wisconsin Public Health Statutes including Wisconsin Chapters 251, 252, 254, 95, 163, 145 and and 812.
Serve in a leadership role for water sample analysis and ensure compliance with NR149 and ATCP 77. Oversee day-to-day operations of the laboratory, training, certification and scheduling of staff in the lab, recordkeeping, and paperwork compliance with state regulations. Provide troubleshooting and problem solving for laboratory errors as necessary. Annually update the laboratory policies to reflect procedures appropriately and conduct quality review of the laboratory on an ongoing basis.
Develop and sustain partnerships and coordinate efforts to maximize impact on improvement of environmental health areas. Advance program quality and effectiveness.
Coordinate department and division Emergency Preparedness activities and responsibilities including competency training areas and other deliverables in assigned program areas in cooperation with Health Officer as specific to environmental disasters.
Actively participate in all mandatory health department assessment, planning and reporting activities, including DHS 140, strategic planning, accreditation, CHA/CHIP, performance management.
Manage a working caseload of environmental health topics. Facilitate completion of difficult or complex cases. Provide expert level oversight for all cases.
Contribute expertise to the development and review of agency policies and procedures for environmental health services. Keep informed of local, state and federal laws and regulations that affect policy and procedures for the division.
Train in all division program systems. Maintain a working knowledge of systems to be able to troubleshoot with staff or refer to appropriate resource.
Oversee the accurate collection, processing and reporting of division programs’ data. Analyze the data, identify trends and develop interventions to address areas of concern.
Facilitate work with other divisions and county departments in a cooperative goal directed manner to achieve department goals.
