Job Overview
ERM is hiring an Environmental Construction Compliance Manager (ECM) embedded with a key technology client in Reno, Nevada. This role will be a key player in both the strategic development and compliant execution of environmental permits for data center projects in the Reno metro area during their construction phase. The ECM will support environmental compliance programs associated with the construction of large‑scale data center infrastructure projects.
This role serves as a key liaison between construction teams, environmental permitting specialists, regulatory agencies, consultants, and operational stakeholders to ensure timely project delivery while maintaining environmental compliance standards. This is a full‑time (40 hours per week) on‑site limited‑term role with a 12‑month duration, with a possible renewal.
- Coordinate with subject‑matter experts to satisfy compliance obligations and environmental requirements based on the timing of the overall construction schedule.
- Work with Permit Managers to understand permit conditions and ensure construction teams comply with all environmental approvals.
- Manage environmental and construction consultants that support overall site delivery, including site inspections, reporting, agency discussions, AHJ notifications, and advising construction teams on compliance concerns.
- Identify and mitigate issues that arise during construction related to stormwater, wetlands, streams (CWA 404/401), threatened and endangered species, cultural resources, buffers, tree preservation, and air compliance.
- Assist and coordinate with permitting teams to deliver construction‑requested permit modifications to support project schedules.
- Support regulatory agency, stakeholder, and community engagement activities for new builds.
- Develop environmental risk and compliance mitigations to enable data center construction and operations within development timelines.
- Plan and execute environmental compliance for pre‑construction activities and operational turnover.
- Communicate environmental requirements and expertise to diverse internal and external stakeholders.
- Maintain and report project status and contribute to the improvement of an Environmental Excellence program for data center delivery and construction.
- Bachelor’s degree in environmental science, engineering, or related field (preferred).
- Minimum five years of project management and environmental permitting experience.
- Experience with Bluebeam and Primavera P6 is a plus.
- Strong written and verbal communication skills.
- Ability to establish and maintain cross‑functional relationships with internal and external teams.
- Demonstrated experience supporting large construction or infrastructure projects.
- Strong knowledge of environmental regulations and permitting requirements, including Clean Water Act Sections 401, 402, 404; CWA 404/401 stormwater construction general permits; threatened and endangered species requirements; air quality permitting and compliance; SPCC; RCRA; wetlands and aquatic resource permitting.
- Experience supporting data center, mission‑critical, utility, energy, or large‑scale industrial construction projects.
- Experience working across multiple geographic markets and regulatory jurisdictions.
- Working knowledge of remedial investigations and remediation strategies, site conceptual models, and site management plans.
- Experience using Enablon environmental management software.
- Professional certifications such as CPESC, CESCL, CHMM, CESSWI, or PMP.
- Annual base pay: $97,760.00 – $ (48.00–59.00/hr USD). Limited‑term, non‑exempt.
- Possible bonus pay for fixed‑term employees (casual employees not eligible).
- Benefits package for regular employees (20+ hours/week): paid time off, medical, dental, vision, 401(k), life & disability insurance. Fixed‑term employees eligible for limited benefits. Casual employees not eligible.
