Position: Environmental Construction Compliance Manager (ECM) (Field Based)

Overview

ERM is hiring an Environmental Construction Compliance Manager (ECM) embedded with a key technology client in Reno, Nevada. This role will be a key player in both the strategic development and compliant execution of environmental permits for data center projects in the Reno metro area during their construction phase. The ECM will support environmental compliance programs associated with the construction of large-scale data center infrastructure projects.

This role serves as a liaison between construction teams, environmental permitting specialists, regulatory agencies, consultants and operational stakeholders to ensure timely project delivery while maintaining environmental compliance standards. This is a full-time (40 hours per week) on-site limited-term role with a 12-month duration, with a possible renewal.

Responsibilities
  • Coordinate with subject-matter experts to satisfy compliance obligations and environmental requirements based on the timing of the overall construction schedule.
  • Coordinate with Permit Managers to understand permit conditions and translate them for Construction teams to ensure compliance with environmental approvals.
  • Manage environmental and construction consultants that support site delivery, including site inspections, regular reporting to internal stakeholders, agency discussions, AHJ notifications and reports, and advising construction teams on compliance concerns in the field.
  • Identify and mitigate issues during construction related to stormwater, wetlands, streams (CWA 404/401), threatened and endangered species, cultural resources, buffers, tree preservation, and air compliance; assist with permit modifications to maintain project schedules.
  • Support regulatory agency, stakeholder and community engagement activities for new builds.
  • Develop environmental risk and compliance mitigations to enable datacenter construction and operations within development timelines.
  • Manage environmental compliance planning and execution for pre-construction activities and operational turnover.
  • Communicate environmental requirements and expertise to diverse internal and external stakeholders; maintain and report project status and contribute to continuous improvement of an Environmental Excellence program for datacenter delivery and construction.
Requirements
  • Bachelor’s degree in environmental science, engineering, or related field preferred.
  • Minimum of 5 years of project management and environmental permitting experience.
  • Bluebeam and P6 experience a plus.
  • Strong written and verbal communication skills.
  • Ability to establish and maintain cross-functional and positive working relationships with internal and external teams.
  • Demonstrated experience supporting large construction or infrastructure projects.
  • Strong knowledge of environmental regulations and permitting requirements including:
    • Clean Water Act Sections 401, 402, 404
    • Stormwater Construction General Permits
    • Threatened and Endangered Species requirements
    • Air Quality permitting and compliance
    • SPCC (Spill Prevention, Control and Countermeasure)
    • RCRA (Resource Conservation and Recovery Act)
    • Wetlands and aquatic resource permitting and compliance
Preferred Qualifications
  • Experience supporting data center, mission-critical, utility, energy, or large-scale industrial construction projects.
  • Experience working across multiple geographic markets and regulatory jurisdictions.
  • Working knowledge of remedial investigations and remediation strategies, site conceptual models, and site management plans.
  • Experience using Enablon environmental management software.
  • Experience with Bluebeam and Primavera P6.
  • Professional certifications such as CPESC, CESCL, CHMM, CESSWI, or PMP.
Pay and Benefits

Pay range: USD 97,760.00 –  per year; 47.00 – 59.00 per hour. This is a limited-term, non-exempt position. Eligibility for bonus pay and benefits may apply as described by company policies. Benefits include paid time off and standard health, dental, and vision options; 401(k) and life & disability insurance for eligible employees.
