Brooks & Nelson’s client, is seeking a Human Resources (HR) Manager based in the Elko, NV area. Qualified candidates willing to relocate to Elko are encouraged to apply.

THE OPPORTUNITY

The Human Resources Manager will lead the development, implementation, and continuous improvement of HR strategy, including oversight of programs, policies, and processes related to recruiting and talent acquisition, workforce planning, HR systems, employee relations, performance management, and compliance. A key focus of this role is building and sustaining a capable workforce to support current operations and future growth, including developing effective hiring strategies, onboarding programs, and talent pipelines, while fostering a consistent, people-focused culture.

This position ensures compliance with employment laws and Company policies while delivering practical, site-ready solutions that enhance operational effectiveness and employee engagement. The successful candidate will be a visible, hands‑on leader who coaches leaders and supervisors, influences site leadership, and drives continuous improvement in workforce performance and organizational culture.

CORE RESPONSIBILITIES
  • Lead, mentor, and develop the site Human Resources team, establishing clear expectations, accountability, and performance standards across all HR functions
  • Champion a strong, people-centered culture by partnering with underground and surface operations, maintenance, and technical services to integrate effective HR practices into daily work and leadership decision-making
  • Design, implement, and oversee recruiting and talent acquisition strategies to build a skilled, sustainable workforce for underground and surface operations, including hourly, salaried, and technical roles
  • Ensure compliance with federal, state, and local employment laws and regulations; serve as the primary site contact for audits, investigations, and employment-related regulatory matters
  • Partner with site leadership to identify workforce needs, assess organizational capability, and develop staffing plans that support safe, reliable, and efficient operations
  • Oversee employee relations processes, including investigations, corrective actions, and resolution of workplace concerns, ensuring consistency, fairness, and alignment with company values
  • Support leaders in the effective design and execution of workforce changes, including organizational changes, role clarity, succession planning, and change management initiatives
  • Provide visible, hands‑on HR leadership through regular site presence, workforce engagement, and direct support to leaders and employees
  • Ensure contractor and contingent workforce HR standards are applied consistently, including onboarding, orientation, performance expectations, and compliance with site requirements
  • Coordinate training and development programs, including leadership development, onboarding, compliance training, and workforce skill development
  • Ensure HR systems are designed and implemented to support effective reporting on HR metrics and workforce indicators, including recruiting effectiveness, turnover, engagement, and performance trends, and drive corrective actions and continuous improvement
  • Support workforce continuity and readiness through contingency planning, staffing strategies, and collaboration with site leadership during operational disruptions
  • Prepare and present workforce metrics, talent acquisition updates, and organizational risk assessments to site and corporate leadership

QUALIFICATIONS Required
  • A Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, or a related field, or an equivalent combination of education and experience.
  • A minimum of 7–10 years of progressive Human Resources experience in mining, heavy industry, or a similarly complex operational environment.
  • Demonstrated experience leading HR teams and site-based HR programs in a field-oriented or industrial setting.
