Northrop Grumman Defense Systems is seeking a Program Manager
2. This position will be located in Elkton, MD. This position is contingent on program award anticipated 2026.

What You'll Get To Do:

  • Serve as the propulsion Supplier Management Team (SMT) lead, providing program and technical leadership for propulsion suppliers to meet SLCM-N cost, schedule, technical, and quality objectives.
  • Direct cross-functional SMT activities (GSC, MA, Engineering, Production, Business Management, and support functions) to plan and execute propulsion subcontract scope across the TMRR phase.
  • Establish, manage, and control propulsion subcontract technical, cost, and schedule baselines; monitor propulsion performance against the baseline and drive timely corrective and improvement actions.
  • Plan, identify, analyze, and manage propulsion-specific subcontract risks and opportunities, ensuring proactive mitigation, capture of opportunities, and clear communication with internal and external stakeholders.
  • Serve as the primary day-to-day interface with propulsion suppliers, leading issue identification, escalation, and resolution across all functional elements and ensuring alignment to program requirements and milestones.
  • Oversee financial performance for propulsion supplier efforts, including development and management of CAM budgets, use of EVMS/IPMDAR metrics, and preparation of variance explanations to inform program decisions.
  • Lead development, review, and maintenance of propulsion Supplier Statements of Work (SSOWs), Requests for Proposals (RFPs), and proposal evaluations, including BOE review and technical/management assessments.
  • Analyze propulsion supplier schedules, technical performance data, and manufacturing readiness to assess impacts on SLCM-N propulsion milestones and integrated master schedule, and drive recovery or optimization actions as required.
  • Ensure effective configuration and change management for the propulsion subcontract baseline, balancing propulsion technical requirements with cost, schedule, and quality impacts when changes are proposed.
  • Provide leadership, coaching, and day-to-day direction to propulsion-focused SMT members, fostering a culture of accountability, collaboration, and continuous improvement in supplier performance and propulsion deliverable maturity.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off. This role may offer a competitive relocation assistance package.

Qualifications:

  • Bachelors degree with 8 years of relevant experience, OR a Masters degree and 6 years of relevant experience or an additional 4 years of related experience in lieu of degree
  • Must be a US Citizen with an active US Government Secret Clearance within scope, with an investigation date within the last 6 years
